Voids Repairs Manager - Swindon Council
Salary: £260 Per Day • Hours: 37 per week • Working Schedule: Monday to Friday • Contract Length: 6 Month • Contract Location: Darby Close, Cheney Manor Industrial Estate, Swindon, SN2 2PN
Role purpose: Responsible for managing vacant property repairs and minor aids and adaptations in a customer‑focused and forward‑thinking way to the Council’s housing stock. Embrace locality working, support local tenant groups, and work with partners to improve services.
Responsibilities
* Ensure empty homes are repaired quickly and relet in accordance with the Vacant Property Relet Standard, coordinating with Lettings and Tenancy Services.
* Maintain up‑to‑date Void Policy and Procedures and ensure compliance.
* Track and monitor vacant properties with stage targets for the relet process.
* Maintain a comprehensive Relet Standard agreed with tenants; manage pre‑void surveys, scheduling repairs, and post inspections.
* Manage Stock Condition Surveys and risk assessments to assess homes under the Housing Health & Safety Rating System (HHSRS).
* Manage specialists surveys (Energy Performance Certificates, Structural Survey, Condition Reports, Asbestos Surveys).
* Oversee ongoing tenant satisfaction surveys and benchmark results for the relet process; maintain an up‑to‑date Welcome Pack for new tenants and update information provided to new tenants; implement recharges for damaged properties.
* Manage delivery of minor adaptations within the repairs and maintenance contract.
* Manage the vacant property revenue budget and control expenditure in line with delegated authority and Financial Regulations.
* Manage health and safety to ensure all work complies with The Construction (Design and Management) Regulations 2007 (CDM).
* Prepare estimates for major repairs, value work in progress, negotiate prices for variations, and prepare final accounts and contractual claims.
* Manage surveying, approval, and acceptance of new domestic property purchases by the Council.
* Respond to void repairs correspondence and enquiries about service delivery.
* Participate in identifying strategies, initiatives, and concepts to solve void repairs; attend locality, public, tenant, and leaseholder meetings; provide reports and recommendations on technical policy matters.
* Provide evidence to the Police/Judiciary and attend Court as a Council witness when required.
* Manage fleet issues in line with the Council’s Drivers policy.
* Recruit, motivate, and develop staff within the team; implement council policies and other statutory obligations.
* Support wider housing and homelessness responsibilities; participate in equality training and professional development.
* Promote equality and best practice; discuss personal training needs with line manager and participate in performance appraisal.
* Undertake any other duties within the grading level of the post.
Knowledge and Experience
* 2 years’ experience of managing staff.
* Experience of managing budgets and expenditure.
* Detailed knowledge of construction health and safety, and CDM co‑ordinator (CDM‑C) duties.
* Detailed knowledge of planning and building regulation legislation.
* Detailed knowledge of relevant legislation and good practice.
* Proven commitment to partnership working and engaging service users in service development.
Statutory/Qualifications
* HNC or equivalent in Construction or equivalent evidenced, time‑served experience.
* Current Full Driving Licence.
Decision Making
* Management of staff and allocation of workload; recommendations on policy changes to Cabinet Member and Director of Housing.
* Staff recruitment and changes to procedures and working practices; contract management.
* Manage and implement policy changes; respond to MPs, Councillors, Partners, and the public within targets.
* Test and implement new IT packages for Voids teams to improve efficiency and performance.
