As Enforcement & CCTV Manager, you’ll be at the heart of our mission to restore pride in our streets and keep our communities safe. From managing frontline enforcement to overseeing CCTV operations, your leadership will shape how Harrow responds to anti-social behaviour, nuisance issues, and environmental challenges.

You’ll need to balance robust enforcement with a pragmatic approach that maximises value for money, explores income generation opportunities, and ensures services remain sustainable. At the same time, you’ll navigate a complex political landscape, understanding the priorities of elected members and aligning your strategies with the council’s vision. Your ability to influence, negotiate, and present compelling business cases will be key to driving innovation and securing resources.

About You


What You’ll Do:

* Lead and inspire enforcement teams tackling enviro-crime, anti-social behaviour, and nuisance issues.
* Oversee CCTV operations, ensuring compliance and best practice.
* Build strong partnerships across council services and external organisations.
* Represent Harrow at regional forums, influencing policy and sharing best practice.
* Monitor performance, prepare reports, and champion continuous improvement.
* Apply commercial thinking to optimise resources, identify efficiencies, and explore income streams.
* Demonstrate political acumen by aligning operational delivery with strategic priorities and member expectations.


What We’re Looking For:

* A proven leader with experience managing multi-disciplinary enforcement teams.
* Expert knowledge of relevant legislation and regulatory frameworks.
* Strong communication and influencing skills.
* Ability to build collaborative relationships and challenge silo working.
