About the Role
We are establishing a new Security Oversight function within HMRC Security to provide clear ownership, strategic direction, and assured delivery for HMRC's core security services and products. The function's purpose is to:
* Provide end-to-end accountability for security services and products.
* Align security capabilities with HMRC's risk appetite and regulatory obligations.
* Enable strategic lifecycle management for security products and services.
* Deliver centralised oversight of cyber security control utilisation.
This is a key role within that function, responsible for owning the end‑to‑end lifecycle, performance and continual improvement of assigned security services and products.
You will work closely with technical delivery teams, operations, architecture, vendors and senior stakeholders across HMRC to ensure services are reliable, effective and continuously improving.
Job Description
As a SOC Suite Manager, you will act as the named service owner of security‑specific services (such as endpoint detection and vulnerability management tools) and as product owner of security components embedded within wider enterprise platforms. You will ensure these services and products are aligned to HMRC's risk appetite, compliance obligations and operational priorities, while delivering measurable security outcomes.
This is a permanent role and forms part of an initial team of four providing centralised oversight and accountability for security services across HMRC.

Responsibilities
* Own the lifecycle and performance of assigned security services and products.
* Act as the named service owner for security services (e.g., endpoint protection or vulnerability management platforms).
* Serve as product owner for security capabilities embedded within broader enterprise platforms.
* Define and maintain service and product roadmaps, SLAs, SLOs, and KPIs.
* Lead service reviews, track performance, and manage continuous service improvement plans.
* Ensure services and products meet security, risk and compliance requirements.
* Coordinate with technical teams, vendors and delivery partners to resolve issues and deliver enhancements.
* Manage budgets, contracts and supplier relationships for your services.
Qualifications
* Strong ITIL service management capability including incident, problem, change and release management.
* Experience defining and managing SLAs, SLOs and KPIs such as availability, detection and response metrics, remediation timescales and service performance indicators.
* Experience running service reviews and embedding CSI with measurable outcomes.
* Proven experience operating as a Product Owner using Agile delivery methods (Scrum or Kanban), including roadmap creation, backlog management, prioritisation and stakeholder engagement.
* Ability to translate security outcomes into clear features, epics, user stories and acceptance criteria.
* Strong stakeholder management and the confidence to operate across technical and non‑technical audiences.
* Security Check (SC) clearance level, either already held or willing to obtain, is required for this role.
