Offer description

Our client a government-funded organisation offering free advice to leaseholders and park home residents are looking for an experienced HR Advisor to complete and 12 month contract to work closely with the HR Lead and Business Manager and act as the day-to-day HR lead for operations and employee relations, ensuring business-as-usual HR activities are delivered efficiently and consistently in line with business obligations and governance.

You will contribute to key organisational policies and employment requirements, contributing to reducing organisational risk and improving the experience of managers and staff.

The postholder will provide operational stability, consistency and responsiveness, while supporting the embedding of new frameworks, policies and tools once they are designed and rolled out, creating capacity for the HR Lead to focus on strategic and infrastructure change.

Key responsibilities

* Provide day‑to‑day HR administrative support, acting as a first point of contact for routine HR queries.
* Manage end‑to‑end employee relations casework, including performance improvement processes (PIPs), grievances, disciplinaries, investigations, appeals, bullying and harassment concerns, and sickness absence cases, ensuring fair, timely and policy‑compliant handling.
* Advise and coach managers on people management issues, providing practical guidance, drafting correspondence, and escalating complex or high‑risk matters to the HR Lead as appropriate.
* Own the delivery of performance guidance, including tracking and quality assurance of PMR documentation, coordinating PIPs, supporting managers with process steps and guidance, and maintaining accurate records and timelines.
* Deliver core HR operations across the employee lifecycle, including onboarding, probation, contracts and variations, flexible working requests, leavers, absence management and return‑to‑work processes.
* Maintain accurate and up‑to‑date HR records, systems and trackers, ensuring strong data quality, audit trails, version control and compliance.
* Apply and interpret HR policies consistently, support the implementation of updated policies, and maintain policy trackers, consultation logs and governance records.
* Support the organisation’s readiness for and implementation of employment legislation changes (including the Employment Rights Act 2025), by assisting with policy updates, tracking actions, and supporting internal communications and rollout.
* Support staff engagement activity, including administration of staff surveys and listening exercises, maintaining HR intranet content, supporting routine people‑related communications, and administering the reward and recognition scheme once implemented.
* Coordinate recruitment and onboarding administration, including adverts, interview scheduling, offers, pre‑employment checks and induction processes.
* Support union engagement and formal consultation processes as required.
* Provide operational input into People & Culture projects, support the implementation of new frameworks, policies and tools, and take ownership of BAU processes once projects are complete and deliverables are embedded.
* Identify recurring issues, pressure points or risks within HR operations and employee relations, and feed insights and themes back to the HR Lead.


Essential

* CIPD Level 5 qualified (or equivalent experience).
* Strong, hands‑on experience of employee relations casework.
* Solid working knowledge of UK employment law and ACAS guidance.
* Strong organisational skills with excellent attention to detail.
* Experience operating as a standalone or first‑point HR Advisor.
* Confidence advising and influencing managers at all levels.
* Excellent written communication and drafting skills.
* Ability to manage multiple priorities in a complex, changing environment.
* Comfortable with ambiguity and able to exercise strong professional judgement.
* A proactive, calm and reliable approach, able to handle matters with discretion.

Desirable

* Experience working in a public sector, ALB or not‑for‑profit organisation.
* Familiarity with HR systems (e.g. BrightHR or similar).
* Experience supporting HR policy review or implementation activity, including changes arising from new or updated employment legislation.
* Experience working in a unionised environment.
* CIPD Level 7 (or working towards).
