Position Overview

The Technical Design Manager & Cyber Specialist will provide the technical design, service configuration and performance of all Service Support functions of the department.

Develop Technical Design strategy, policy, procedures and guidance to promote and develop 'best practice' and that standards are understood and adhered to by all staff. Linking together complex work streams in the TDA programme and ensuring this meets the relevant standards and needs of the organisation in line with the ongoing digital Strategy.

To provide expert training, advice and guidance on Technical Design matters including working closely with neighbouring Trusts and agencies.

The post will involve developing and monitoring IT security systems to ensure security incidents are identified and remediated in a speedy manner as well as generating reports on the security posture of the organisation.

The post holder will provide specialist knowledge of highly complex security based systems such as Anti-Virus, Firewall and SIEM products. This will include supporting staff in general practice, community hospitals and administration locations and in some cases remote workers, with respect to all aspects of information security. This will require negotiation of security policies which could be contentious or difficult to persuade people to adopt.


Main Duties

* Responsible for Technical Design processes, ensuring that issues are accurately identified, prioritised and resolved.
* Contribute to the design of secure and resilient technology architectures and systems that meet all current and anticipated future business and IT requirements.
* Develop business cases and options appraisals to determine the best courses of action.
* Contribute to the design of an appropriate and suitable Service Portfolio supporting all activities within the complete Service Lifecycle.
* Maintain up-to-date IT design, architectural, policy and specification documentation.
* Provide advice and take action, where necessary, in response to audit findings and recommendations in respect of technical information security.
* Contribute to the design aspect of all stages of the lifecycle of IT systems, including investigation, analysis, specification, design, development, construction, testing, maintenance, upgrade, transition, operation and improvements.
* Assume technical responsibility for IT standards, Security, policy and design for all significant projects or major application areas, assisting with the Impact Assessment and evaluation of major new IT design options.
* Participate and advise in the selection of new IT technology solutions.
* Provide technical advice and guidance on relevant national and international standards, regulations, protocols and tariffs.

This post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions. The cost of the DBS must be met by the successful candidate(s) through salary deduction.

* Standard Check: £21.50 + Administration cost of £6.50 = £28.00. Deducted from salary over a 4 month period or a one‑off payment.
* Enhanced Check: £49.50 + Administration cost of £6.50 = £56.00. Deducted from salary over a 4 month period or a one‑off payment.


Person Specification


Qualifications

* Degree level education or significant experience gained through working in a corporate IT environment
* ITIL v3 Foundation
* Cyber qualifications such as CISSP, SCCM, CEH
* TOGAF, SABSA or other Architecture framework qualifications
* Membership of professional body


Experience

* System and service design
* Experience in investigating security issues
* Working collaboratively across organisational and professional boundaries to achieve objectives
* Working with Architectural frameworks
* Asset management systems


Knowledge

* ITIL v3
* Cyber security principles and techniques
* NHS IT systems and requirements
* Developing trends in IT
* Able to resolve major and/or complex problems requiring the examination of internal and external factors using a variety of analytical techniques


Skills and Aptitudes

* Excellent interpersonal skills
* Excellent planning and time‑management skills
* Able to set clear and appropriate priorities for self and others to meet overall goals
* Ability to apply moving and handling techniques


Personal Circumstances

* Willing to travel and work in all locations covered by the Trust
* Willing to work different shift patterns and/or extended hours
* Willing to participate in an out‑of‑hours IT on‑call service
* Willing to work in a flexible and dynamic manner
* Must be able to travel independently of public transport
* Pleasant disposition
* Enthusiastic and highly motivated
