Overview
Senior Business Development Officer (MaaS) – Fixed Term, 2-year contract with potential for extension. Full Time, 37 hours per week. Location: Chelmsford. Working Style: Anywhere worker. Salary: £36,341 to £42,754 per annum. Closing Date: 1st February 2026 (23:59).
The Integrated Passenger Transport Unit (IPTU) plays a vital role in delivering accessible, efficient, and sustainable transport solutions across the region. The IPTU focuses on enhancing public transport services and collaborates with internal teams, external partners, and stakeholders to develop innovative travel options that meet community needs. The unit also drives commercial growth, manages investment programmes, and explores opportunities to improve service delivery and passenger experience. We are recruiting four Senior Business Development Officers to help create and implement Mobility-as-a-Service (MaaS) within Essex.
Responsibilities
* Lead and deliver on a range of MaaS projects, including: digitalising flexible services across commercial, public and community sectors; enabling sale of commercial bus tickets; digitalising local bus service tickets and home-to-school transport ticketing; integrating rail ticket sales; digitalising the PlusBus scheme; providing Mobility Budgets to enable organisations to invest in sustainable travel; integrating Non-Emergency Patient Transport; expanding the digital platform to neighbouring authorities; and integrating micromobility services (e-bikes, car clubs, bike storage).
* Identify and develop new business opportunities and enhance existing services; work with the Business Development Manager and digital team; own projects contributing to commercial growth and income generation.
* Design and deliver innovative projects; lead the development of robust business cases to secure funding, investment and implementation approval; explore commercial partnerships to maximise revenue.
* Support project implementation and ensure alignment with overarching IPTU and Essex County Council objectives.
Accountabilities
* Develop business cases across the IPTU, invest-to-save initiatives, and infrastructure capital projects.
* Carry out research and collect data to support business cases.
* Ensure projects meet milestones, are delivered on time and within budget; drive procurement processes in collaboration with the Council.
* Manage internal and external stakeholder engagement, considering sensitivities and delivering outcomes for Essex communities.
* Develop new projects that encourage innovative business models and generate income for a financially viable, sustainable service.
* Maintain progress recording systems to track financial targets within the Business Development function.
* Identify, analyse and interpret complex datasets using Excel, GIS and Python; report findings to stakeholders; create dashboards and data visualisations using PowerBI or Tableau; integrate spatial data for advertising installation viability.
* Combine datasets to analyse spatial data in QGIS and export shapefiles for project use; manage and analyse a variety of public transport data feeds (SIRI, BODS, TransXchange, etc.) to ensure data quality and identify irregularities.
* Lead production of planning application maps through GIS and submit planning applications to District Authorities.
* Specific targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
* Educated to degree level or equivalent by experience.
* Evidence of continuing professional development and expert knowledge in relevant professional area. Experience in franchising models is desirable.
* Experience in project design, delivery and implementation and managing complex programmes.
* Experience in developing, delivering or supporting business cases which have secured grant or additional funding.
* Ability to build strong, collaborative, influential relationships and partnerships.
* Good leadership skills to drive a high-performing, motivated multi-disciplinary team from diverse backgrounds.
* Experience delivering operational change in a complex environment.
* Desirable: detailed data analysis from varying datasets using Excel, GIS and programming languages for reporting on projects to senior officers.
* Significant experience and in-depth knowledge in the management and delivery of public-facing transport apps.
