Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and value for money.
We are seeking someone with a strong track record in managing complex financial information and collaborating to drive value for money and influence ongoing investment.
Responsibilities include:
1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
3. Supporting the Programme Manager to manage changes to Time, Cost, and Quality of work packages, ensuring affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Assisting Programme Manager and Director with investment and funding activities.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting ongoing business management through whole life cost allocations.
The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, setting strategic direction for digital services that will transform regulation processes.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape the delivery of user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential:
* Experience working in a fast-paced, dynamic programme
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, recharges)
* Purchase order raising
* Experience with business cases, EA and Defra approval processes, change control
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance
* Proven ability to lead, engage stakeholders, and drive innovation
