Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, with responsibility for an annual budget of over £10bn, the Army is a major part of the Ministry of Defence and one of its largest operating centres that employs around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff.

Management Accountancy Services (Army) (MAS(A)) provide a management accountancy capability that supports evidence-based, finance-informed analysis and advice to support the Army decision-making processes, and key strategic objectives. This is to be delivered working closely across Army HQ and its 3-star pillars and Defence organisations in support of wider Army interests.

We are looking for an individual to join MAS(A) as the executive officer responsible for the organisation of the niche Army Management Accountancy trade. This involves assisting with the selection of military officers and senior non-commissioned officers to train as management accountants, oversight of their training and their subsequent employment.

The post is advertised at 37 hours per week.


Job description

The role involves managing the training pipeline for approximately 70 trainee management accountants, overseeing the application process and ensuring a smooth progression through their training journey. The post-holder will also manage the career development process for Management Accountants (MAS(A)), maintaining visibility of workforce positions, including inflow, outflow, and career advancement. This includes tracking and ensuring the timely and high-quality submission of all Appraisals to the Army Personnel Centre (APC) and acting as the principal liaison with APC.

A key responsibility is leading the continual review and update of MAS(A) policy documents to ensure they remain current and effective. The role also involves liaising with external training agencies, such as CIMA, to ensure MAS(A)-sponsored students receive adequate support, as well as engaging with training establishments to secure Continuing Professional Development (CPD) opportunities for qualified MAS(A) members.

Additionally, the post-holder will provide generalist advice to the Head of MAS(A) on a range of ad-hoc queries, including contingency planning, assignments, and position management.

Army Workforce Plans Manager is the Management Accountancy Services (Army) (MAS(A)) executive officer (XO) and is responsible to the Head of MAS(A) for:

* The selection process to ensure sufficient personnel are trained as military Management Accountants (MA) so maintaining the pool of trained MAs within the Army.
* Liaison with Army Personnel Centre career managers as required.
* Building and maintaining links with both students and their employing officers to reinforce the success of the training programme through effective and timely communications and support.
* The management of the training budget.
* Providing advice on future manning liabilities; liaison with external training agencies including CIMA and Capita, as well as other external CPD training providers.


Person specification


Essential skills required:

* A self-motivated and capable person, willing to grow and develop the role.
* Comfortable working through issues when required
* Experience using Microsoft Excel for tables of data, lists of people, and their details. Formatting and inputting data to create records.


Desirable skills:

* Knowledge of AGC(SPS) or other military career management
* An understanding of work pressures at Regimental Duty and within a lively staff environment to appreciate and accommodate the needs and challenges facing trainees.
* Experience in planning, budgeting, and forecasting
* Ex-military, or civil service experience, and previously completed a career management course would be ideal but this is not essential.
