Surrey County Council is seeking a highly skilled and experienced Special Educational Needs (SEN) Tribunal Officer to join its Children, Schools & Learning service. This role is critical to managing SEND tribunal cases, supporting children and families, and ensuring compliance with statutory legislation and best practice guidance.
Key Responsibilities
Manage and oversee (Apply online only) SEND tribunal cases per year, including appeals, case review, and complex assessments
Represent Surrey County Council at tribunal hearings as required
Lead and deliver services in accordance with SEN legislation, statutory procedures, and best practice guidance
Engage effectively with parents, schools, legal representatives, and multi-agency professionals
Maintain accurate case management records, ensuring compliance with legal and policy frameworks
Monitor, review, and escalate risks associated with cases, safeguarding vulnerable children as necessary
Provide expert advice, guidance, and support to colleagues within the SEN Management Team
Ensure a solution-focused, client-oriented service that reduces parental recourse to SENDIST
Travel across Surrey as required to fulfil statutory and tribunal duties
Requirements
Educated to degree level or equivalent
Demonstrable experience in SEND tribunal processes, legal frameworks, and complex case management
Up-to-date knowledge of current SEN legislation, statutory procedures, and government policy
Strong advocacy, negotiation, and communication skills, with the ability to manage challenging conversations
Experience in multi-disciplinary environments, working collaboratively with schools, parents, and other professionals
Proven people management skills and ability to coach and develop colleagues
Competent in IT systems, including database management and MS Office
Ability to travel across Surrey and hold a valid UK driving licence
