The job itself
This is a rare opportunity to take a leading role in shaping the financial foundations of the Hull and East Riding Combined Authority (HEYCA) at a pivotal stage in its development.
Delivered through a service level agreement with East Riding of Yorkshire Council, this role sits at the heart of a new and evolving organisation, giving you the chance to influence how financial governance, reporting and stewardship are designed and embedded from the outset. You will be working in a high-profile environment, supporting the Mayor, Board and senior leadership with clear, robust financial advice that directly underpins regional investment and growth.
You will lead the delivery of a full range of accountancy services, spanning budgets, financial reporting, statutory accounts, treasury management and capital and investment activity. Alongside this, you will play a key role in maintaining strong internal controls, ensuring compliance, and building effective relationships with audit and wider stakeholders.
What makes this role stand out is the opportunity to combine technical expertise with real influence. You will not just be maintaining processes, but actively shaping them - working across organisational boundaries, supporting major programmes, and helping to establish a finance function that is fit for the future.
We are looking for someone who brings strong technical knowledge of local government finance, alongside the confidence to operate in a developing and fast-paced environment. You will be able to balance attention to detail with a clear view of the bigger picture, and communicate complex financial matters in a clear and practical way.
In return, you will be part of a supportive and experienced finance team, with the opportunity to develop your role and make a tangible impact on the region.
The Council offers flexible, hybrid working, with a current requirement to attend County Hall, Beverley for a minimum of one day per week.
