About the role and team
This is a crucial role offering a wide range of responsibilities across three key services: Parks & Environment, Car Parking, and Wellbeing. You will work with our partners, including Joint Waste Solutions, and collaborate with Business Managers and the Executive Head of Service to develop and implement strategic priorities.
Our Parks and Environment service focuses on biodiversity, waste contract re-procurement, street cleaning, and enhancing playgrounds. The Car Parking service aims to modernize parking strategies to meet community needs. The Wellbeing service ensures high-quality leisure offerings and promotes residents' health and wellbeing in partnership with GLL/Better.
You will contribute to cross-organizational priorities like reducing carbon footprint, supporting the Climate Change Strategy, and the Transformation Programme, Evolve 2026, to optimize resource use and service delivery.
About you
Given the diverse scope of Parks and Environment responsibilities—from playgrounds to cemeteries—it’s important to have a strong background and technical knowledge in this area. However, your professional curiosity and ability to quickly learn new areas are equally valuable.
* You will be an effective and adaptable manager and coach, skilled in procurement, contract management, and negotiation, with financial, legal, and commercial acumen. Prioritization skills are essential in balancing policy, strategy, and operational tasks.
* Emotional intelligence, collaboration, and decision-making that reflect our 'one council' ethos are highly valued.
* No prior transformation experience is necessary, but an eagerness for continuous improvement and service redesign is important, with opportunities to develop skills in this area.
You will have opportunities to engage with Cabinet Members, the Strategic Leadership Team, and gain political awareness during a pivotal time in Surrey’s local government, with the move towards unitary authorities from 2027.

We prioritize reducing our carbon footprint (aiming for carbon neutrality by 2030) over commuting. Our hybrid policy allows working from home up to three days per week, with flexible working arrangements available.
