Security Services Group (SSG) is the MOD’s Technical Authority for electronic and physical security providing in-house expert advice, design, installation and maintenance of electronic and physical security systems across Government, prioritised towards Secret and Above Secret, and items Attractive to Criminal and Terrorist Organisations (ACTO). SSG is part of GUARDIAN and is positioned within Standing Joint Command to support UK homeland security and resilience.
With an FTE of 325, SSG provides technical specialist ‘consultancy’ advice to projects to support the creation of design specifications through to commissioning; project management and delivery with through life maintenance; strategic and tactical compliance assurance reviews and audits across the business; an assured government use only Intruder Detection System built in-house; and security furniture services. Head of SSG is also the MOD’s Head of Specialism for Physical Security across the MOD (part of the Government Security Profession).
SSG’s Operational Delivery teams are the MOD’s specialist in-house security providers, delivering project management, design, installation and 24/7, 365 days a year maintenance of all aspects of electronic and physical security, with a global reach. Job description
As an Operations Delivery Manager, you will play a pivotal role in the successful delivery of SSG and SJC’s security infrastructure projects. You will lead on operational planning, financial management, and compliance assurance, working closely with Subject Matter Experts Project Managers (SME PM’s), regional teams, and senior stakeholders. This is a dynamic and evolving role, offering the opportunity to contribute to national security outcomes while developing your leadership and project management capabilities.
We are seeking an experienced and proactive Operations Delivery Manager to lead the coordination and delivery of security system projects and maintenance programs overseas with the office based at either MOD Sealand, DIO Rosyth or Lisburn Barracks. This is a key management role, responsible for ensuring operational excellence, financial oversight, and stakeholder engagement across a diverse and high-profile portfolio.
The main responsibilities of the role include:
Strategic and Financial Leadership
Lead complex discussions and negotiations with SSG Project Managers and clients on key project and maintenance accounts.
Manage financial aspects of projects, including estimating, costing, invoicing, and budget reporting.
Provide detailed financial breakdowns and forecasts to the Regional Team Leader and Operations Manager.
Operational Governance and Compliance
Maintain oversight of project records using CASH and SharePoint, ensuring data integrity and audit readiness.
Conduct first-line audits and support external audits (e.g. ISO), implementing corrective actions as required.
Lead project closeout activities and Learning from Experience (LfE) reviews.
Stakeholder and Team Coordination
Act as a key liaison between SSG teams, contractors, and MOD stakeholders.
Coordinate internal resources and scheduling to meet regional priorities.
Represent the Operations Delivery function in meetings and site visits.
Procurement and Resource Management
Procurement activities including supplier engagement, quotation management, and invoicing.
Interfacing with both SSG Commercial and Finance Departments
Ensure efficient allocation and utilisation of resources across contracts.
Maintain accurate contact and supplier records.
Person specification
Essential Criteria
Proven experience in a management or senior administrative role within a technical, operational, or project-based environment.
Awareness and understanding of electronic security systems.
Knowledge of office management systems, particularly CASH or similar project/maintenance management tools.
Proficiency in Microsoft Office applications (Excel, Word, Outlook, PowerPoint).
Excellent time management and organisational skills, with the ability to manage competing priorities.
Strong attention to detail and a methodical approach to problem-solving.
Excellent written and verbal communication skills, with the ability to influence and engage stakeholders at all levels.
Desirable Criteria
Familiarity with MOD or wider government working practices and procedures.
Experience supporting or leading audits, compliance reviews, or quality assurance processes.
Understanding of procurement and contract administration within a public sector or technical environment.
Licences
Full UK driving licence - the post holder will be travelling to sites that may be inaccessible to public transport.
