£55,609 - £59,027 per annum dependent on experience and a relocation allowance of up to £6,500*, plus excellent benefits.
Hybrid Working - full time 37 hours per week
The Commissioning Team at Sandwell Children's Trust leads on the development of services and support for the children we support, bringing together both internal and external services to ensure we provide the best possible support for children & families from the Borough, and best value from the resources we have to meet their needs.
Role Summary
This role, reporting to the Service Manager for Commissioning & Home Finding will lead and manage a team of Commissioning Officers and a Commissioning Support Officer, as well as the Trust’s translation and transport/travel services. They will ensure quality, value for money, and outcome focussed support is available to meet the needs of the children & families we support is achieved at all levels.
Key Responsibilities
* To lead on the development and monitoring the implementation of commissioning and brokerage activity in relation to stable, loving homes for children, and PA support ensuring it links to the Trust’s Plans, Sufficiency Strategy, the priorities of the Children’s Safeguarding partnership, national and regional policy and maximizing best value for money.
* Lead the development of new services and support for Children with Disabilities, provisions for Emergency Beds, PACE Beds, and homes within or near to Sandwell for Children with Complex Needs.
* Lead an agreed portfolio of service review and redesign including Short Breaks for children with SEN and Disabilities, Young Carers, Advocacy, and in-Borough children’s homes and Supported Accommodation.
Required Skills & Experience
* Educated to degree level or equivalent or able to demonstrate a minimum of 5 years equivalent experience including experience of delivering successful change programmes at scale and managing teams.
* Minimum of 5 years experience of working within a complex environment.
* Able to demonstrate substantial experience in leading large scale transformation, re-design and delivery programmes involving multiple stakeholders.
* Experience of contract development and management.
* Substantial experience of commissioning services in a public sector context.
* Experience of managing, motivating and leading staff.
* Experience of design and delivery of activity programmes for children & young people; and knowledge of policy and practice relating to children’s play.
* Knowledge of local authority procurement, framework and commissioning services, especially in relation to children home frameworks.
