We are seeking a committed and enthusiastic individual to take an active role in supporting Scotland’s Capital City on its vision to create a smaller, modern, more efficient, and carbon neutral property estate. As a Condition Surveyor (Mechanical) you’ll be a key member of our Strategic Asset Improvement Team. You’ll deliver a vital technical service which will help ensure that the Council’s estate is a safe place to use, work and learn in. Working as part of a team, you will be responsible for conducting property-based condition surveys across the Council's operational estate (i.e. schools, libraries etc) to identify and assess the condition of mechanical plant and associated building services. Key duties of the role include identifying the necessary improvements to properties to contribute to the minimisation of Health & Safety risks and improve property performance and lifespan. You’ll be responsible for creating property condition reports including detail on estimated remediation costs as well as supporting the development of building improvement plans. You will also contribute to the Council's wider strategic property planning needs including supporting the delivery of the Council's Corporate Property Strategy. The Council is at the forefront of low carbon building design and retrofit and you will play a key role in continuing to drive the energy retrofit agenda supporting the wider decarbonisation of the Council's estate. Based within the Strategic Asset Planning, the post holder will work closely with colleagues from disciplines across the built environment including facilities management and design teams, as well as liaising with wider Council services. Follow us on Twitter at @edincounciljobs Responsibilities Category Essential Desirable Experience Extensive experience carrying out property-based condition surveys to determine lifecycle condition of mechanical plant/building services. Significant experience in analysing condition survey data in the context of the asset lifecycle of mechanical plant and building services including associated costing of lifecycle replacement and improvement works Experience in effective risk management Significant experience in operating in a customer focused environment. Experience in project budget management in an asset management environment Experience of leading employee and stakeholder engagement. Experience working in a local authority environment/public sector environment Experience of energy demand reduction and decarbonisation of heating plant. Knowledge, skills and understanding Knowledge of statutory regulations relating to mechanical plant & services. Skilled at producing clear and concise written technical reports that are accessible to non-technical audiences Knowledge of major legislative and other issues facing local government with a particular focus on achieving effective delivery of services and managing risk. Proficiency in Microsoft Word, Excel and Property Databases Strong communication and negotiation skills at senior level. Detailed knowledge of the energy performance of mechanical plant and equipment and the techniques and approaches that can be adopted to decarbonise heating plant and improve thermal efficiency of buildings to support the drive for net zero. Successful partnership working and networking with key stakeholders, e.g. Council Senior Managers, building occupiers, citizens, voluntary sector, business communities, government, trade unions and public agencies Substantial experience of building customer relationships Ability to provide strong leadership to create a high performance culture and a clear sense of purpose Proven ability to lead and co-ordinate resources to achieve service priorities Evidence of sound financial management skills Confident and proactive with a high level of drive, initiative and enthusiasm Proactive learner with demonstrable knowledge of the built environment and the challenges associated with managing large property portfolios Knowledge/understanding of emerging building services technologies and associated impact on asset strategies. Knowledge of renewable technologies and their application in the context of the built environment.
