This exciting temporary opportunity offers flexible working, with an expectation of attending the office one day per week. You’ll be joining a collaborative, forward-thinking public sector team committed to delivering meaningful infrastructure outcomes for residents and road users alike. About the Role Our client is undertaking a strategic transition of maintenance responsibilities for the A130 Private Finance Initiative (PFI) back in-house. As Highways Specialist Lead, you will be the driving force behind this transition—working closely with Members, senior officers, and external contractors to ensure a smooth and compliant handover. You’ll be expected to bring leadership, technical expertise, and strong commercial acumen to support the contractual, operational, and strategic elements of the transition. Key Responsibilities * Lead the transition of A130 PFI maintenance from external provider to in-house control, ensuring alignment with contract requirements. * Act as Subject Matter Expert (SME) on PFI contracts, supplier management, and highway infrastructure. * Collaborate across stakeholders to ensure legal compliance, manage risks, and develop agreements. * Provide operational and strategic oversight, including sign-off of inspection narratives and quality assurance of Handback reports. * Chair the Oversight and Advisory Board and represent the project at the Steering Board level. * Lead programme management, manage risks, and engage with senior Members and officers. * Support interdependent infrastructure projects (e.g., Fairglen), ensuring smooth coordination and problem resolution. What You’ll Bring * Degree-level education or equivalent experience, ideally with a professional qualification (e.g., CIHT, ICE, IHE). * Significant post-qualification experience in Highways or Transportation, with demonstrable success delivering complex projects. * Expert knowledge of PFI operations, contract compliance, and infrastructure transitions. * Strong leadership and project management capabilities. * Proven ability to build effective, cross-functional relationships and influence at senior levels. ✅ Why Work Through Fox Morris Group?
