About the role:
Powys County Council has an exciting opportunity for an Organisation Design and Development Manager. The Organisation Development Manager will play a key role in managing and delivering on workforce elements, change management, improving performance and employee development. The Organisation Design and Development Manager will also provide strategic leadership and oversight of the Council’s Learning and Development function, ensuring that development opportunities are aligned with organisational priorities and support the growth of a skilled, agile and future-ready workforce.

The ideal candidate will have extensive experience and knowledge of designing interventions that will support effective service delivery, implementation of change, leadership, team and culture development.
Candidates will need to demonstrate a high level of interpersonal skill with a collaborative and inclusive style of working. They will be visible and able to earn the confidence and respect necessary to bring about change.
You will have the confidence to communicate and build relationships with key partners and stakeholders and have a track record of working at senior/board level delivering organisational change and development initiatives using a project management skill-set.
What you will do:
You will be responsible for providing ODD and L&D services across the organisation. This will be through an internal consultancy, change and improvement programmes and design and delivery of leadership and management interventions and specialist programmes. You will lead on a range of employee engagement initiatives and be responsible for the development of coaching provision across the organisation. You will oversee the design, commissioning, and evaluation of corporate learning and development programmes, including leadership development, core skills training, and talent management initiatives. You will ensure that L&D activities are inclusive, accessible, and aligned with the Council’s strategic workforce plans.
With a collaborative and results orientated approach to ODD, you will be able to apply your skills and expertise to complex service change as well as leadership and culture development initiatives that will have a real impact on improving the services that the council offers.
Operating with considerable autonomy, you will be a key member of an established and forward-looking People Services team and will have the opportunity to work with teams across a wide range of development programmes.
