Directorate Manager - Ophthalmology and Rheumatology
Worcestershire Acute Hospitals NHS Trust seeks an experienced Directorate Manager to enhance the management structure within the Specialised Clinical Services Division.
Job Summary
This is an exciting time to join SCSD where you will be responsible for the management of Ophthalmology and Rheumatology services in conjunction with the Clinical Leads and Matron for the departments. Both services are high performing specialties and you will be expected to take the lead role in delivering the key objectives and targets relating to business, finance, performance, risk management and governance.
The Divisional and Directorate leadership teams are committed to improving services for our patients and you will be supported by our friendly and open leadership team to develop and achieve your goals. This post is based at Worcestershire Royal Hospital and travel across the county is essential. The post holder will participate in the Trust wide management on-call rota.
Responsibilities
* Performance:
o Ensure operational performance of Directorate services meets agreed objectives and targets.
o Set and deliver Directorate objectives in line with Divisional and Corporate targets.
o Deliver income and expenditure (I&E) balance on the devolved budget.
o Plan and monitor performance against all activity targets and other service objectives.
o Ensure cleanliness standards under Trust infection control policy.
o Work with Cancer Services Team to monitor NHS Cancer Plan targets.
o Prepare for Cancer Peer Review, external QA audits and CQC inspections.
o Manage complaints procedure and implement action plans.
o Ensure compliance with Health & Safety and CNST/NHSLA standards.
* Financial Management:
o Accountable for income and expenditure balance, working closely with the Finance Manager.
o Develop and present Business Cases.
o Participate in pricing and costing linked to patient activity.
o Ensure compliance with Standing Financial Instructions.
* Business / Policy / Planning:
o Deliver annual capacity and business planning.
o Support Directors, Matrons and managers in strategic review and action planning.
o Collaborate with finance to develop income generation methods.
o Draft business cases and briefing documents.
o Update policies, procedures and working practices.
* Service Transformation and Development:
o Lead clinical teams in service redesign.
o Advise on national initiatives such as NICE, Patient Choice, PBR.
o Monitor technological developments and capacity demand.
o Engage commissioning colleagues for grants and productivity.
* People Management:
o Motivate and line manage non‑clinical and nursing staff.
o Implement HR policies and recruitment, induction, training and appraisal.
o Ensure Junior Doctors comply with Working Time Directive.
o Review workforce plans with department heads and HR.
o Maintain effective communication channels.
* Governance:
o Enhance quality standards and monitor achievement.
o Coordinate quality initiatives and governance reviews.
o Identify changes to improve practice and efficiency.
o Ensure risk management and quality assurance policies are compliant.
* Corporate & On Call Duties:
o Participate in the Trust's management on‑call rota.
o Investigate internal staff grievances and complaints from other divisions.
Person Specification
Qualifications
* First degree or professional academic qualification.
* Relevant Management qualification or equivalent.
* Master's degree and/or equivalent experience.
Desirable
* Experience in Ophthalmology or/and Rheumatology services.

* Experience and knowledge of National Peer Review.
