About the Organisation

Warwickshire Fire and Rescue Service (WFRS) is a county fire and rescue service operating under the governance of Warwickshire County Council (WCC). About the Team

The RM&A Team plays a pivotal role in organisational development, with responsibilities spanning risk management, strategic planning, organisational assurance, evaluation, and continuous learning and improvement. As an Impact & Evaluation Officer, you will help strengthen our evidence base and embed a culture of insight driven decision making across the Service. Working closely with internal departments, senior leaders, and external partners, you will design and deliver evaluation activity that helps us understand the effectiveness of our work and the difference we make to our communities. You will contribute to organisational learning and play an active role in shaping improvements that enhance both our service delivery and community outcomes.

About the Role

As part of the Risk Management and Assurance (RM&A) Team, you will be at the heart of organisational learning and improvement, helping WFRS understand the impact of its prevention, protection, response, and resilience activities. Your insight will support evidence based decision making, strengthen organisational performance, and help ensure we deliver the best possible outcomes for the people of Warwickshire.

The role will include:

1. Designing and delivering evaluation frameworks.
2. Leading the WFRS Evaluation Policy and associated Evaluation Programme.
3. Applying appropriate qualitative and quantitative methods to assess the effectiveness and impact of service activities.
4. Collecting, analysing, and interpreting data, to generate insights that inform strategic planning and organisational improvement.
5. Producing high quality reports and presenting findings at governance meetings.
6. Contributing to national and regional learning and collaborating with internal teams, external partners, and community stakeholders to embed evaluation.
7. The postholder will stay up to date with best practice, ensure all evaluation activity meets ethical and data protection standards, and champion a culture of learning and continuous improvement across WFRS.

Key Requirements

8. Certificate in Monitoring and Evaluation or prepared to work towards one.
9. Strong skills in data analysis and research methodologies, tools and survey platforms.
10. Knowledge of qualitative and quantitative research methods, impact assessments, and performance measurement frameworks.
11. Ability to design, deliver and facilite training packages.
12. Awareness of data protection, confidentiality, and ethical considerations in evaluation reporting.
