Job summary


As a Principal Business Analyst, you'll lead complex projects or large programmes with deep enterprise knowledge. You'll be a key figure in the Business Analysis community, mentoring others and sharing expertise.

You'll shape product evolution and service optimisation, while managing people and building strategic relationships with senior stakeholders. Recognised as a specialist in your domain, you'll set standards and influence business strategy to ensure alignment with current and future models.

Your role will be critical in designing and implementing future business architecture, contributing to the service vision and strategic planning across the organisation.

Due to business requirements this post is available on a full time/flexible working basis. Where business needs allow, some roles may be suitable for a combination of office and home-based working. Job description


The role is within the Portfolio Management Team (PMT) in PPPT Discovery as a Service (DaaS) and you will be providing coaching, leadership, structure and guidance on best practice covering business architecture, business analysis, change management and product management to 3 multidisciplinary scrum teams (blended teams of civil servants and consultancy) engaged in a range of discovery projects. The role may also require occasional work on discoveries as part of the team, either part time or full-time.

You'll collaborate closely with colleagues from policy, design, product, and architecture, helping to develop frameworks and templates, such as capability and operating models, process definitions, and benefits realisation documents, that help bridge strategic ambitions with practical delivery. Your involvement will also include facilitating discussions on the scope of discovery work, planning discovery activities, and drafting terms of reference documents.

Advising teams on the selection of key metrics, you'll ensure products are driving business value and help pinpoint opportunities for service improvement.

Your main day to day responsibilities will be:

* Working with the Head of Business Analysis to develop and embed clear and consistent Business Analysis standards and guidance across the Profession. Embedding Business Analysis ways of working and governance processes within programme delivery.
* Defining, planning and leading business analysis delivery across a complex programme of work, providing clear recommendations and rationale to multiple stakeholders including Programme Directors and the Head of Role.
* Quickly and strategically assessing the viability of ideas generated within your Portfolio and making decision based on business value. Championing the need for Business Analysis throughout Programme delivery.
* Mentoring and coaching Senior Business Analysts within your Portfolio to develop their professional and leadership skillset and confidence, as well as strategic thinking and perspectives.
* Building strong strategic relationships across government departments and regularly engaging to build and share knowledge, sharing solutions to reduce costs. Effectively communicating your work to Portfolio Directors and Programme Delivery Leads to influence judgements and decisions.
* Working with the Head of Role to set strategy for Business Analysis recruitment to attract and build talent.
* Defining the problem to be solved and ensuring strategic decision-making supports business outcomes as well as user needs.


Person specification


Essential Skills

You'll have a demonstrable passion for Business Analysis, with the following skills or proven experience in:

* Building strong, strategic relationships with the ability to understand, empathise, negotiate and influence individuals and groups. Directing the strategic approach for stakeholder relationships and promoting the meeting of stakeholder objectives.
* Planning a team's strategic modelling approach, supported by sound strategic thinking skills with the ability to turn longer term goals into strategic solutions as the need arises.
* Guiding your team to decide the best approach, helping them to visualise outcomes, prioritise work and agree minimum viable product and roadmaps to live services.
* Leading on the elicitation of requirements and needs, and leading investigations and implementations of changes to programme scope.
* Decision-making skills, with an ability to digest information from a multitude of sources and use that to develop a prioritised plan of action, often in spite of multiple, conflicting demands.
* Previous line management or coaching/mentoring experience.
