Purpose of the Role:
The Marketing Communications and PR Officer will support the delivery of proactive marketing, communications, and public relations activities across the Council, helping to achieve corporate and service objectives through effective campaigns, media engagement, and stakeholder communications.
Key Responsibilities
Marketing and Communications
* Develop and deliver marketing and communications plans and campaigns aligned to Council priorities and budgets.
* Create engaging content for a range of channels, including website, social media, publications, advertising, photography, and video.
* Maintain and update website content and support digital communications activities.
* Monitor, evaluate, and report on campaign performance, making recommendations for improvement.
* Keep informed of service developments, audience insights, and sector trends to support communications planning.
* Participate in an out-of-hours rota for media enquiries, emergencies, and service disruptions.
Public Relations and Media
* Identify and maximise PR opportunities that promote Council services and initiatives.
* Manage media enquiries and maintain positive relationships with local and regional media.
* Draft press releases, statements, speeches, and briefing materials.
* Prepare Officers and Elected Members for media engagement and interviews.
* Monitor media coverage and provide reports and advice on emerging issues.
Corporate Support and Events
* Work with Heads of Service and colleagues to identify communications needs and potential issues.
* Coordinate photography, promotional materials, and corporate advertising opportunities.
* Assist with civic and Mayoral events, publications, and communications projects.
* Support the development of communications policies, procedures, and best practice.
General Responsibilities
* Deliver high-quality customer service to internal and external stakeholders.
* Work collaboratively and flexibly to support team and Council objectives.
* Comply with Council policies, including health and safety, safeguarding, equality, and diversity.
* Undertake other duties appropriate to the role, including supporting emergency response activities.
Qualifications
* Degree in Marketing, Communications, Business Studies, or a related discipline (or equivalent Level 6 qualification), or at least 3 years’ relevant experience.
* Minimum 2 years’ experience in marketing and communications, including campaign delivery and content production.
* Strong communication, organisational, and project management skills.
* Ability to manage multiple priorities and meet deadlines.
* Creative, proactive, and solution-focused approach.
* Full driving licence (or suitable alternative transport arrangements).
* Flexibility to work occasional evenings and weekends.
* Membership of CIPR or CIM.
* Public relations experience.
* Experience within Local Government or the public sector.
