An exciting secondment opportunity has arisen for a System Manager role within the Pathology IT Team.

We are seeking to appoint an enthusiastic individual who wants to be involved in the implementation and development of the Global Order Comms systems across the ICS.

The post holder will be responsible for the direct management of the Global Order Communications System.


Main duties of the job

Manage the development and implementation of clinical solutions, working with service users, GP's, and local authorities to establish electronic order communications that will be available across the full health economy.

Scope, manage and prioritise the development of the Global Order Communications System. Liaising with and advising on complex technical solutions to non-Digital Managers.

Responsible for interpretation and timely implementation of nationally mandated data standards and targets. Develop complex system specifications to meet identified requirements, providing advice/guidance across the organisation on any business process changes needed to facilitate change.

Develop, maintain and implement Quality Management Systems standards and policies to meet ISO and Information Governance requirements.

Working with Information Governance Officer to develop, implement and action an annual Systems Audit Plan.

The successful candidate will be educated to a degree level or have the equivalent experience and have working knowledge of Microsoft Windows packages and an understanding of the Core Trust Systems.

A flexible approach to working arrangements is essential to meet service needs, which may include working evenings, early mornings and weekend if the project requires.

Developing Solutions

Responsible for the development and management of the Global Order Communications System ensuring local and national requirements are adhered to.

Manage, prioritise and allocate appropriate Development Days to meet development costs, ensuring that corporate and national objectives are met within contract.

Provide expert advice, business support and co-ordination of Information Management services to assist the Project Managers in the implementation of new systems offered by various system suppliers.

In association with the Application and Solutions Manager, Pathology IT Manager and Project Managers manage the implementation of the Global Order Communications programme to deliver schemes on target and within budget.

Developing People, Relationships and the Organisation

Provide clear and effective management of Global Order Communications development, people and resources to meet organisational goals and objectives, including training requirements to support the "24 hour" health economy.

Communicate effectively and clearly to users and service departments to secure their involvement and commitment to the effective use of systems and associated outputs throughout the Trust.

Manage a customer focused Information Service, providing appropriate support within the constraints of the resources allocated.

Work with external agencies to align the Trust strategies and policies with those of the wider health economy, to ensure that the project team plays their full part in assisting care delivery, including the development of shared services relationships with other organisations as appropriate.

Maintaining Effective Systems

Establish and provide a clear level of service for users with efficient and sustainable schedules for routine and ad-hoc information provision, to ensure high quality training, best use of resources and division of responsibilities.

Scope and manage the development of the Global Order Communications System ensuring business and clinical information needs are met.

Responsible for the provision and management of Systems Development Plans in line with local and national timescales and objectives. Highlight and manage dependencies, allocating and prioritising resources to meet timescales.

Co-ordinate, and where necessary develop and maintain high quality documentation, including policies and procedures, to adequately control and manage systems, to ensure that benefits ensue from the operation of systems, and that the integrity of data is maintained.

Work with the Digital Security and Information Governance Officers to ensure security arrangements of systems comply with access, data retention and patient confidentiality, in line with legislation as it is applied and amended.

Provide project management and business analysis skills to assist the Trusts Project Managers in the implementation of IT systems, ensuring effective management and minimised risk in the Trusts systems migration plans.

Identify and implement International Standards (ISO) for the effective management of Trust Systems promoting and establishing Best Practice across the organisation. In association with the information Governance Officer conduct timely audits of Systems to ensure that standards are implemented and continual improvements are identified and achieved.

Keep abreast of the latest and emerging NHS practice and standards, evaluating their impact and advise the Trust accordingly in terms of future strategic requirements.

Work independently to agreed objectives, unsupervised and set own work patterns and priorities within the constraints of Trust policies, NHS Data Standards to national and local timescales.

Knowledge, Skills and Experience

* Educated to degree level in information/clinical related topic or equivalent knowledge gained through significant numbers of years experience within NHS management
* Must have significant number of years experience of management of IM&T related services with extensive knowledge of NHS data standards and business processes.
* Expert working knowledge of Clinical Systems
* Expertise in delivering and adapting highly complex IT issues and specification effectively to different audiences
* Experience of complex project management in a multi- service, multi professional environment.
* Ability to design and develop highly complex system specifications
* Problem resolution and judgement skills to analyse, interpret and resolve highly complex system issues
* Detailed understanding of NHS policies and targets associated local policies and targets
* Knowledge and experience of data protection and Digital requirements.
* Capable of developing strategies and policies in line with legislative changes.
* Demonstrate effective inter-personal, organisation, presentation and communication skills (oral and written).
* Able to work independently to achieve strategic objectives in a very complex environment.
* Flexibility, dedication and a practical approach.
* Ability to communicate effectively both written and verbally, comfortably at a range of levels.
* Ability to manage people effectively and lead by example.

Education

* Able to demonstrate recent interest in own personal development

Experience

* Detailed working knowledge of clinical systems Systems such as Careflow, EMIS and Nervecentre.
* Experience of management of IM&T related services
* Working across organisational boundaries
* Extensive working knowledge of computer based and other types of information systems, data collection and validation
* Experience of complex project management


Skills

* Excellent communication, interpersonal and organisational and presentation skills
* Ability to design and develop highly complex system specifications
* Effective management and leadership skills
* Excellent decision making and problem-solving skills


Knowledge

* Knowledge of NHS Data Flows and NHS definitions
