Programme Lead - Change Manager

Adecco are recruiting for an experienced Programme Lead - Change Manager to support the development and delivery of the NHS North West London Integrated Care Board WorkWell Service.

Pay: £42.22 per hour (PAYE)
Location: Perceval House, Ealing
Working Arrangements: Hybrid - 1 day a week in the office
Hours: Full time, 35 hours per week (Monday to Friday)This is a strategically important role focused on reducing health inequalities, improving employment outcomes, and supporting the integration of services across the ICS and partner organisations.
The successful candidate will be responsible for leading on strategy, planning, programme delivery, partnership engagement, and reporting. You will work closely with internal and external stakeholders, including NHS teams, Local Authorities, Public Health, DWP leads, and voluntary sector partners. This role requires strong leadership, the ability to operate autonomously in a complex environment, and extensive experience managing multi-stakeholder programmes.
Key Responsibilities:
Lead the development and operation of the WorkWell Service as part of the DWP Vanguard programme.
Develop and deliver the programme vision, governance structures, and reporting frameworks.
Coordinate internal and external stakeholders to create an integrated, effective delivery model.
Oversee implementation of the operating model, including task and finish groups.
Develop and lead communications, engagement, and promotional activities across the NHS, GP practices, employers, and Job Centres.
Manage the programme budget and ensure compliance with grant funding requirements.
Lead supplier commissioning, procurement, contract management, and performance monitoring.
Produce high-quality dashboards, reports, and updates for governance boards.
Manage key relationships across NHS, Local Authorities, DWP, VCSE partners, and provider organisations.
Oversee all operational aspects of delivery and remedial action where under-performance occurs.
Support continuous improvement and local/national evaluation of programme outcomes.Skills & Experience:
Experience managing multi-stakeholder relationships and influencing at all levels.
Strong understanding of NHS systems, ICS/ICB structures, health inequalities, and employment support.
Knowledge of supported employment, labour market practices, and local authority partnerships.
Strong project and programme management experience across multiple workstreams.
Ability to work independently in a dynamic and evolving environment.
Excellent verbal and written communication skills.
Experience managing budgets and understanding of the procurement life cycle.
