This is an exciting opportunity to join the newly formed Essex ICB, which will oversee the commissioning of care for the 2 million people that live in Essex.
The ICB is looking for an experienced Primary Care Senior Contracts Manager to lead the oversight and management of a broad portfolio of GMS/PMS and APMS contracts across Essex. The postholder will lead a team responsible for the management of a portfolio of contracts/tasks and functions within the primary medical care domain. This will include contract drafting, negotiation and management, providing specialist advice to the contracts team and other senior members of the Primary Care Team.
The postholder will work closely with the Director of Commissioning Primary Care and Neighbourhoods and wider Neighbourhood Health team in the next phase of the delivery of the 10 Year Plan specifically in regards to the local implementation of new national models of contract.
The postholder will work with multiple stakeholders both internal to our organisation such as quality, finance and the neighbourhood teams as well as external stakeholders such as the providers, Local Medical Committee, Healthwatch, Primary Care Networks and others to support the successful provision of primary care to our population.
Main duties of the job
Lead a team that are responsible for a broad portfolio of GMS/PMS and APMS contracts across Essex.
* Provide specialist primary care contracts advice internally and externally to ensure we are able to commission and contract safe and effective primary medical services
* Oversee the management of day-to-day performance challenges and contractual processes with providers.
* Oversee the development of project plans to drive the contracting of primary care and Neighbourhood Health Services.
* Oversee the delivery of agreed project plans, ensuring appropriate governance, risk management, escalations and reporting
* Work collaboratively, modelling inclusive, respectful and compassionate leadership

Job responsibilities
ROLE PURPOSE / SUMMARY
The proposed Essex Integrated Care Board (ICB) will be a new organisation formed through the consolidation of three ICB areas in response to the NHSs ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the proposed Essex ICB will focus on improving population health outcomes, health equity and smarter resource allocation.
The Primary Care Senior Contracts Manager is responsible for leading the delivery and implementation of commissioning plans for general practice, dentistry and optometry across Essex. The post holder will ensure that commissioning arrangements support high-quality, sustainable and accessible services aligned to the neighbourhood health model and the NHS 10-Year Plan.
Reporting to the Director of Commissioning (Primary Care & Neighbourhood), the post holder will work collaboratively with Primary Care Networks (PCNs), local providers, local authorities and NHS England colleagues to deliver commissioning priorities and ensure that services are designed around population need. They will contribute to service development, transformation and performance management, using evidence and insight to inform commissioning decisions.
The post holder will manage a small team of commissioning and project staff, ensuring that programmes are well planned, effectively delivered and deliver measurable improvements in access, quality and outcomes for patients. They will play a key role in joining up commissioning activity between primary and community care to support integrated neighbourhood delivery.
As the ICB transitions to become a leaner, more focused strategic commissioning organisation the post holder will be expected to support the Director of Commissioning (Primary Care & Neighbourhood) in delivering on the three fundamental shifts set out in the NHS 10-year plan:
* From Treatment to Prevention: Embedding preventative, personalised and population based approaches to commissioning.
* From Hospital to Community: Championing care model redesign that supports community and neighbourhood health.
* From Analogue to Digital: Enabling clinically driven transformation through digital innovation, data analytics and evidence based improvement.
KEY DUTIES AND RESPONSIBILITIES
Policy and service development
* Implement commissioning policies and procedures for general practice, dental and optometry services in line with ICB strategy and the 10 year health plan.
* Support the development and implementation of neighbourhood-based commissioning programmes that improve access, quality and equity.
* Ensuring commissioning plans reflect population need and patient voice and align with NHS strategies.
* Ensure compliance with relevant ICB policies
* Identify opportunities for innovation and service improvement, promoting prevention and digital enablement within primary care.
Strategy and analysis
* Use outcome data and performance reports to monitor and improve commissioned services.
* Use of complex health data sets, including those relating to performance across outcomes, activity, finance and quality to inform decision making
* Analyse local trends, capacity and demand to inform investment and redesign decisions.
* Support evaluation of programmes and produce concise reports for senior leaders and stakeholders.
* Turning analysis into useful insights that can be used to inform decision making
* Present highly complex data, information and insights, including qualitative and quantitative data, through clear and simple written and verbal briefings
* Use Population Health Management methodologies and tools to inform projects and programmes that will improve outcomes for patients and sustainability of health services
Planning and organisation
* Develop strategic project plans to drive delivery of complex projects relating to primary care commissioning activities and initiatives.
* Coordinate contract management processes and provider assurance activities.
* Maintain effective governance, performance reporting and risk management for commissioning programmes.
* Manage delivery against agreed project plan, ensuring appropriate governance, risk management, escalations and reporting

* Develop and lead a small commissioning team, including overseeing recruitment, onboarding, development and performance management of team members
