Streetworks Inspector
Contract: Essex Highways
Location: Chelmsford
Contract Type: Permanent
Essex Highways is seeking a motivated and capable Streetworks Inspector to join our dynamic and supportive team, offering an exciting opportunity to build a progressive career in a rewarding industry.
As a partnership between Essex County Council and Ringway Jacobs, Essex Highways delivers a high-quality service to communities across the county. Our Streetworks team plays a vital role in ensuring compliance with the New Roads and Street Works Act 1991 and the effective operation of the Essex Permit Scheme - coordinating works, protecting highway assets, and minimising disruption for road users.
In this role, you will carry out inspections of utility companies, contractors, and third parties working across the highway network, ensuring works meet required standards and regulations. You’ll record findings accurately using handheld technology, support the completion of remedial works, and engage directly with contractors, stakeholders, and the public.
This is a varied, hands-on position involving site visits by foot, vehicle, or other means - often covering significant distances - and may include investigating claims, responding to enquiries, and representing the authority where required.
The Role
1. Responsible for carrying out inspections and recording the condition of the public highway to ensure it is maintained to a standard acceptable to the Highways Authority.
2. Responsible for raising defects using data capture devices to enable the delivery teams or utilities to plan and prioritise work accordingly, in line with company policy.
3. Monitor and supervise highway work undertaken by contractors or utilities to ensure compliance with specification, safety, legislation, and objectives of Essex Highways.
4. Intervene and instruct an immediate response where imminent and significant dangers are identified. Responsible for inspecting and reporting on suitability of sites for issue of Statutory Licences.
5. Responsible for providing advice, guidance and information to stakeholders, partners, and customers. Responding to complaints, including guiding customers if no action is to be taken.
About You
6. Experience of dealing with members of the public and dealing with compliments and complaints.
7. Conversant with modern IT packages including Microsoft applications – Word, Excel and Teams.
8. Good written and verbal communication, organisational and interpersonal skills (including report and document writing).
9. Full driving licence
10. Possesses an NRSWA accreditation Supervisor Certificate.
11. Knowledge and application of Highway legislation.
