Base salary: £47450 pa to c.£59300 pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20%, paid on top of the base salary and fully pensionable, along with a range of competitive benefits—see the Benefits section on our website.

Role Overview:
As a Finance Business Partner, you will ensure financial assurance and challenge, promote accountability, and focus on cost control within your supported directorates. You will oversee, control, and guide your team (if applicable) and provide essential finance support to enable effective decision-making and performance management of both direct and indirect costs.
Key Responsibilities:
Corporate Governance/Managing Public Money
* Provide guidance on governance within your area.
* Represent the CFO at monthly review meetings.
* Review and endorse Change and Investment Papers, challenge risks and opportunities, ensure programme impacts are identified, and costs are recorded.
* Represent the team on investment change panels.
* Assure senior management of appropriate expenditure and contract payments.
IFRS Accounting / NAO
* Contribute to policy development and enterprise reporting.
* Guide on IFRS accounting treatment of transactions.
* Provide evidence for accounting adjustments to NAO auditors.
Financial Reporting / Month & Year-End
* Oversee month-end close processes.
* Prepare accounts and coordinate year-end audits.
Contract Spend Analytics & Challenge
* Analyze contract spend and accruals monthly.
* Provide variance commentary and review Programme Board Packs.
Funding & Cash Flow
* Monitor forecasts against funding; propose remedial actions.
* Collaborate with finance and commercial teams to improve cash flow data.
* Develop cash flow forecasts for DfT and challenge submissions.
Business Planning & Forecasting
* Support and maintain planning processes.
* Ensure data reliability from cost management and commercial teams.
Budget Management
* Assist in disaggregation and delegation decisions.
* Facilitate system changes for reporting needs.
Workforce & Indirect Costs
* Provide workforce cost data for program estimates.
* Challenge budget holders to meet objectives and optimize resources.
EDI
* Promote and embed Equality, Diversity, and Inclusion in all work areas.
Candidate Profile:
Skills:
* Excellent communication skills to explain complex financial issues and ensure compliance with Managing Public Money.
* Stakeholder management and influencing skills at all levels, including executive.
* Critical review and challenge capabilities for forecasts and budgets.
* Proficiency with ERP systems, data analytics, and Excel models.
* Ability to maintain effective financial controls in major projects.
Knowledge & Experience:
* Qualified Accountant with experience in complex environments, including infrastructure projects.
* Understanding of government accounting standards (DEL/AME funding).
* Experience with accounting systems and off-system analyses.
