Main duties of the job
* Lead the strategic delivery of the construction and commercial elements of the Enabling Works Programme, ensuring alignment with NHS sustainability and Net Zero targets.
* Oversee the development and management of project teams, ensuring effective delivery and adherence to best practices.
* Manage procurement processes for construction and commercial contracts, ensuring alignment with government frameworks and best value for money.
* Develop and implement integrated governance and risk management plans for the programme.
Project deliverables specific to this role
* To lead and deliver infrastructure works required for enabling works packages and the new main build hospital, including services to an Energy Centre.
* Capital value of projects associated with this role: £90m

Person specification
Education/Knowledge and Qualifications
* Masters level Degree in construction related field or experience equivalent.
* Specialist knowledge backed by extensive experience in the delivery of capital programmes.
* HM Treasury Better Business case training
* RICS or CIOB accredited, or working towards, with relevant training to be chartered surveyor
* Experience working as Healthcare Project Manager for a minimum of 5 years.
Experience
* Experience of a variety of project planning and programming techniques
* Proven track record of delivering to challenging targets.
* Previous experience of estates project management in the NHS or equivalent complex organisation.
* Experience of business case development for large or complex capital projects.
* Experience of governance and business case approval processes
* Experience of managing and dealing with large construction and legal contracts.
* Demonstrable experience of operational management of budgets.
* Experience of negotiating with private companies
* Experience of leading and managing programmes, with considerable experience managing large capital schemes in the healthcare sector
* General working knowledge of NHS business case process and approvals.
* Knowledge of the New Hospital Programme

* Ability to influence and motivate staff at all levels to deliver challenging targets
* Proven negotiating skills and ability to communicate in challenging situations
* Ability to manage conflict
* Manage own workload and use initiative to drive the project forwards
* Ability to understand and convey complex messages to a diverse audience at varying levels, including senior management, both within the Trust and in external organisations
* Ability to work under significant pressure, to short deadlines and manage conflicting priorities whilst continuing to deliver high quality work
* Good written communication and analytical skills
* Able to work independently and on own initiative.
