Hawke’s Bay Civil Defence Emergency Management (HB CDEM) Group is undergoing significant transformation following Cyclone Gabrielle and in response to the evolving challenges of climate change. Operating as a shared service on behalf of the region’s councils, the HB CDEM team takes a regional and strategic approach to building resilience across communities, mana whenua, and partners. With our community at the heart of our civil defence system, our mission is to build strong connections, empower local voices, and enhance collaboration across the region to create a safe, informed and resilient Hawke’s Bay that is prepared for, responds to, and recovers from emergencies and disasters well.

We are looking for an Advisor - ECC Readiness to join the HB CDEM team and play a key role in ensuring the Emergency Coordination Centre (ECC) is always ready to activate.

This role focuses on maintaining operational readiness within the Emergency Management office and the ECC, ensuring that people, facilities, equipment, and procedures are fit for purpose. You will coordinate workforce management, continuity planning, and resources logistics, while supporting the development and continuous improvement of response Standard Operating Procedures (SOPs).

Working closely with HBRC staff, partner agencies, and volunteers, you will help enable a coordinated, timely, and efficient response during emergencies. The role also involves managing and supporting CDEM volunteer teams, contributing to the Transformation Strategy’s focus on strengthening volunteer capability and integration across the region.

This role also involves:

* Travel within the region and occasional travel elsewhere in Aotearoa New Zealand.
* Participating in the 24/7 duty team roster and performing emergency response and recovery functions as necessary during emergencies.


About you | E pā ana ki a koe:

We are looking for someone with significant experience in emergency or operations management, encompassing preparedness, response, and recovery, as well as experience in facilities management, compliance monitoring, and the development of SOPs. You will bring strong organisational and leadership skills with a focus on operational readiness and workforce management, supported by excellent written and verbal communication abilities. Your ability to remain calm under pressure, combined with strong problem-solving and decision-making skills in challenging environments, will be key to your success in the role.

You will also have:

* Relevant tertiary qualification in Emergency Management, Business Continuity, or a related field.
* Experience working in or with volunteer organisations, with a clear understanding of the needs, motivations, and challenges of volunteer-based teams.
* Knowledge of emergency management systems and processes, with an understanding of the Civil Defence Emergency Management Act 2002.
* Valid driver’s licence required.

The salary range for this role is between $97,070 to $114,200 and will depend on the qualifications and experience of the successful candidate.
