What's involved with this role: Interim Assistant Director/ Monitoring Officer - Legal Reference no: N Lincolnshire 5247485 Pay Rate: up to £43.67 per hour PAYE depending on experience 37 Monday to Friday, 08:30 - 17:00 This opening assignment is for 4 months City: SCUNTHORPE The Assistant Director Legal (Monitoring Officer) will ensure the council meets its legal and statutory obligations as set out in the Localism Act 2011, Local Government & Housing Act 1989, as amended by Local Government Act 2000 and will have a system leadership role in ensuring the council is compliant with all relevant legislation and regulatory standards. Key Responsibilities: Responsible for discharging the Monitoring Officer functions set out in the Localism Act 2011, the Local Government Act 2000, the Local Government and Housing Act 1989 and elsewhere. Ensure the Council’s elected members are developed, remunerated, engaged with and provided with IT solutions in order to carry out their role as elected Councilors. Contributing to the promotion and maintenance of high standards of conduct through provision of support, advice and training to the Standards Committee including receiving complaints about member conduct (including Town and Parish Council members) determining appropriate course of action in accordance with the Members' Code of Conduct. As the Solicitor to the Council, provide high quality legal advice to the Council, Chief Officers and Elected Members to underpin effective decision making, meet statutory requirements and ensure good general practice. Accountable for the register of members' and co-opted members' interests, determining dispensations from restrictions under section 31 of Localism Act. Establish and be accountable for the legal and governance frameworks and advise on the legal framework within which the Council operates ensuring that all member and officer decision making is within the Council’s legal powers. Oversee a wide range of sensitive and high-profile cases including new initiatives, policy development, major projects, constitutional issues, standards, ethics, corporate governance, corporate legal issues and other complex administrative areas of public law. Ensure appropriate legal advice is provided to Regulatory Committees, Scrutiny Committees, Audit Committee and provide legal advice to Executive and Council. Act as the council’s proper officer for purposes of carrying out the duties imposed on the council under the Data Protection Act 1998 Be the strategic lead for the council in respect of Information Governance requirements.
