Job Purpose
* The Capital Property Investment Programme Manager is responsible for managing all aspects of the Council’s statutory capital property investment programme, stock condition surveys, cyclical programmes, and adaptations to the homes of tenants. The role ensures timely and efficient delivery of capital investment, compliance with corporate objectives, and statutory Landlord duties.
Key Duties/Accountabilities
* Day to day management of the Capital Investment, Technical, Cyclical, Adaptations, and office teams
* Act as the lead officer and senior technical advisor for the Council’s statutory capital property investment programme
* Procure, implement, and manage specialist contracts for the Capital Investment Team
* Procure and manage suitable contractors to support the in-house staff in delivering the Council’s statutory capital property investment programme
Essential Experience Required
* Extensive knowledge and understanding of the Landlord and Tenant Act 1985, the Housing Act 2004, and associated legislation
* Extensive knowledge and understanding of capital property investment and maintenance service delivery
* Significant experience of procuring contracts
* Experience of budget monitoring
Essential Qualification Required
* Degree or equivalent experience in social housing maintenance
* Housing Health and Safety Rating System (HHSRS) qualification
Additional Information
* Working hours: 37 Hours Per Week
* Hybrid working model (3 days on site across Kettering and Corby)
* A driving licence is required due to travel between depots
