The Chesterfield-Colonial Heights Department of Social Services is hiring a Family Services Supervisor II to provide oversight and supervision for a newly created team that will provide comprehensive supportive services to pregnant and/or parenting women with substance abuse disorders, their children, their service providers, and their support systems.

What You Do and How You Do It:

As the Family Services Supervisor, you will oversee a new collaborative partnership established through an Opioid Abatement Authority (OAA) grant, establishing a program governance framework, including standard operating procedures (SOPs), processes, and tools for families impacted by substance use disorders. You will engage stakeholders and community partners to develop cross-system partnerships and will monitor and evaluate program performance. A key responsibility is completing administrative statistical reports, compiling team data, and complying with all grant requirements. The manager must also establish and maintain good working relationships with community providers, promoting teamwork and offering outreach, education, and training to community partners who serve the same population. The position includes supervisory duties such as providing reflective and trauma-informed supervision to assigned staff, assessing training needs, and coordinating development opportunities to improve case management quality. The manager will review and assign cases and referrals, consult with colleagues on service delivery, and review staff documentation, including case contacts, court reports, and service plans. They will also attend various meetings, from committee and workgroup meetings to all-staff and leadership meetings. The manager will also provide advocacy and problem-solving for identified barriers and unmet community service needs, and complete developmental and administrative tasks like participating in training, interviewing, and onboarding new staff, and contributing to new service delivery initiatives. Perform other work as required. The Family Services Manager is distinguished from the by the latter’s responsibilities for supervising Family Services Supervisors and managing the direct services program performance.

Here's What You Need:

1. Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).
2. Considerable experience in assigned program area/human services programs and completion of required training programs.
3. Supervisory experience or work experience in a leadership role.
4. Equivalent combination of training and experience which provides the required knowledge, skills and abilities.
5. Possession of a BSW or MSW degree, Commonwealth of Virginia Certified Substance Abuse Counselor certification, or Licensed Clinical Social Worker or Licensed Professional Counselor are desirable.

We’re Looking for Ideal Candidates Who Have:

6. Considerable knowledge of policies, procedures, and regulations relating to the various direct service programs to include substance use disorders and knowledge of kinship caregiver programs are strongly preferred.
7. Extensive knowledge of substance uses treatment and co-occurring disorders along with considerable knowledge of challenges that face pregnant and parenting women with a substance use disorder and their children preferred.
8. Knowledge of substance abuse treatment and etiology, family and group dynamics including extensive knowledge of a variety of psychotherapeutic treatment techniques/modalities and ability to perform same preferred.
9. Ability to and knowledge of accessing community resources such as housing, mental health and substance use disorder services, employment, medical care and other benefits preferred.
10. Excellent organizational, time management, oral/written communication, interpersonal, public relations and supervisory skills preferred.
11. Ability to demonstrate exceptional critical thinking and decision-making skills during crisis situations preferred.
12. Computer competency required; proficiency in OASIS and SafeMeasures preferred.
13. Exceptional ability to collaborate and achieve performance goals preferred.


Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required. AChesterfield County application is also required and must be submitted online by the deadline.

This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of medical marijuana for this position is prohibited.

This position is part of an Emergency Shelter Management Team during times of natural disaster, reporting to shelter duty and supervising as required.
