No two days in Bus & Coach Service Delivery are the same. We help minimise disruption on the bus network by negotiating the best deal for buses during planned and unplanned disruption.
We’re now looking for an Operational Training Design Process Manager to join our busy team.
As part of the Bus Coach Service Delivery (BCSD) Management Team, you’ll work with peers and Senior Managers in BCSD and across TfL to understand role-based requirements, determine optimal delivery platforms, ensure stylistic continuity, positively promote the BCSD operational training 'brand', and create adaptable contents to suit a wide audience. You’ll be accountable for ensuring end-to-end learning solutions are delivered for BCSD, both new requirements and enhancements, and will lead on implementation of a competency management system. This includes ensuring training content meets business needs, relevant trainers and coaches are upskilled, ongoing training standards are maintained and competence is assessed and managed robustly within the BCSD.
You’ll be capable of translating the BCSD business plan into developing training requirements and implementation of training that’s fit for our operational future. You’ll identify and embed opportunities for blended learning solutions needed by BCSD to ensure that evolving operational business objectives can be achieved flexibly. This includes challenging the status quo, managing cross-functional teams to ensure products meet all customer needs, ensuring value for money, appropriate use of external agencies and resources and alignment to emerging digital learning strategies.
Key Accountabilities
Your duties will include, but not be limited to:
* Project managing the completion of new and existing learning solutions including planning, costing, content design and ongoing delivery
* Ensuring relevant senior stakeholder and subject matter expert engagement, to ensure suitability of design, understanding of business drivers, target audience and specialist relevance of content
* Ensuring BCSD Training Specialists / Associate Trainers are competent in the delivery of new or amended training material using guidance and assessment as appropriate, and supporting them to set their personal development objectives
* Identifying when BCSD operational delivery changes require new or modified learning interventions, by conducting training needs analysis. This will require continual stakeholder engagement to understand gaps in requirements and assess reputational implications. The output of this analysis work will support the delivery of organisational change and result in new or improved training recommendations being presented by the role holder for senior management approval
* Ensuring that course design takes account of current innovations and anticipated future developments, i.e. advances in technology equipment, use of software applications and new ways of working (e.g. remote learning capabilities)
* Ensuring that all learning solutions have evaluation methodologies embedded and can be understood by the business to ensure the ability to quantify benefits. Provide acceptance testing criteria for training where appropriate and lead on the design of piloted training initiatives within BCSD and across TfL
* Ensuring the instilling of a strong culture of safety and operational performance, empowering and enabling individuals and teams to develop and perform in a safe environment and lead on the development of competency management system
* Working with the BCSD SMT, Operational leads and HR to support and enable workforce planning and alignment with the training and development delivery strategy

Skills, Knowledge & Experience
* Excellent communication and analytical skills at all levels with the ability to facilitate, support design of internal learning events and workshops, delivering content as appropriate and undertake periodic evaluation of training and development (Essential)
* Ability to motivate, negotiate, influence and persuade people at all levels within own team, across the organisation and outside, including successful facilitation of joint decision-making (Essential)
* Developed interpersonal skills, with proven ability to build effective working relationships at all levels internally and externally and demonstrable coaching and development skills (Essential)
* Ability to use initiative and sound judgement and formulate appropriate learning design services to drive improvement under pressure to tight deadlines and professional level of skill in training design, content creation through to delivery (Essential)
* Ability to work closely with BCSD recruiting managers to lead on-boarding process and induction course for BCSD (Desirable)
Knowledge
* A good understanding of TfL's objectives and Principal Outcomes, the political priorities affecting TfL and the wider implications of decision making in the public sector (Essential)
* Knowledge of continuous improvement, learning quality assurance and enhancement of learner experience (Essential)
* An understanding of the needs of diverse groups in a training environment applied in the development of training courses, products and interventions (Essential)
* Practical knowledge of relevant technologies e.g. e-learning design process, training applications (Essential)
* Knowledge of project management principles and planning techniques (including matrix and risk management) (Essential)
* Knowledge of relevant health, safety legislation and the implications of working in an operational environment (Desirable)
* Practical knowledge of learning design and evaluation e.g. Blooms Taxonomy, Kirkpatrick (Desirable)
* Working knowledge of designing course content using Storyline 2 or Articulate 360 (Desirable)
* Membership of a professional body, i.e. CIPD to support continued enhancement of skills in the role or working towards this (Desirable)
Experience
* Experience of managing or supporting staff through process, technological or business change (Essential)
* Experience of operational design in a complex real-time environment (Essential)
* Experience of leading and developing Competency Management System in a complex organisation (Essential)
* Experience in managing design, delivery and facilitated learning in a specialist operational business domain (Desirable)
* Experience of evaluating learning interventions at all levels and managing third party service providers effectively (Desirable)
* Experience of coaching/mentoring others effectively to ensure product launch is successful (Desirable)
* Experience of training analysis, design, content creation, programme management, delivery and evaluation at professional level (Desirable)
