Expenses: HALO will cover travel and accommodation expenses for the workshops.

Reports To: WAM Project Coordinator

Job Purpose: To support research and training efforts of the WAM portfolio in key sub‑Saharan African countries

HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.


About The Role

The Contractor shall support the delivery of four in‑person training workshops on the illicit proliferation of advanced conventional weapons (ACW) and the activities of private military companies (PMCs) in Africa. These trainings will be delivered in four African countries where HALO implements weapons and ammunition management (WAM) activities. It is anticipated training will be delivered in Mozambique, Ghana, Togo and in Rwanda to RECSA member states.

All training will be delivered in line with HALO’s humanitarian and neutral approach to the subject matter, and the existing training curriculum and objectives. The Contractor will also comply with all HALO policies on issues including safeguarding and security.


Responsibilities

* Update existing, and where required develop new, training resources for recipient security forces personnel, utilising the Contractor’s and other researchers’ outputs and contextual knowledge shared by HALO’s in‑country teams. To be shared with HALO 7 prior to the delivery of each training workshop.
* Coordinate and liaise with the HALO ACW‑PMC project team, and as required, HALO project staff pre and post training in the four delivery locations on all aspects of training materials, training delivery, travel and accommodation plans, visa requirements, etc.
* Deliver four 2-day in‑person, in‑country training workshops to a range of national and regional stakeholders convened by HALO, in‑line with the HALO and donor agreed training curriculum and agenda. Including assisting with any required assistance in venue, delivery and training materials logistics while in‑country.

In‑line with donor requirements provide training readouts immediately following the conclusion of each day of each workshop. Provide input for an ‘After Action Report’ within 5-days of the conclusion of each workshop, in line with HALO and donor guidance and template.


Timeline for Training Delivery

* Training 1 (RECSA – Kigali, Rwanda): To be delivered no later than 29 May 2028 (anticipated the week of May 25)
* Training 2 (Mozambique): To be delivered no later than 30 June 2026 (date TBC)
* Training 3 (Ghana): To be delivered no later than 15 October 2026 (date TBC)
* Training 4 (Mozambique): To be delivered no later than 15 October 2026 (date TBC)

The Contractor will conduct research in line with the development of thematic reports on key themes and trends relating to ACW and PMCs in Africa. Specific topics/focus of each report will be agreed in advance with the Client.


Specifically, The Contractor Will

* Conduct desk‑based analysis and research relating to the agreed topic/focus.
* Provide draft analysis to be no longer than 5 pages per topic.
* Keep a record of all documents reviewed and reference appropriately.


Timeline for Analysis Delivery

* First analysis to be submitted by June 15.
* Second analysis to be submitted by July 31.
* Third analysis to be submitted by September 15.

The Contractor has a total of 36 days, which should be used in the following approximated way:

* Thematic research to support trainings and reports: 2 days per topic, total 6 days
* Training material updates and preparation: 2 days per training, total 8 days
* Travel: 2 days per training, total 8 days
* Training delivery and in‑country presence: 3 days per training, total 12 days
* After Action Report: 0.5 days per training, total 2 days


Additional Tasks, Only When/if Required

* Provide advice and assistance on other project related issues, as required and as mutually agreed between the Client and Contractor.


General

* Uphold HALO’s core values and standards, promoting its ethos and mission statement.
* Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding.


Requirements


Technical Expertise

* Demonstrated expertise in advanced conventional weapons (ACW), weapons and ammunition management (WAM), and/or private military companies (PMCs), particularly in African contexts.
* Strong understanding of regional security dynamics, arms proliferation, and related policy frameworks in Africa (including familiarity with bodies such as Regional Centre on Small Arms or similar regional mechanisms).
* Proven ability to translate complex security issues into practical, accessible training content for security sector audiences.


Training & Facilitation Experience

* Extensive experience designing and delivering in‑person training workshops, ideally for military, police, or other security sector personnel.
* Demonstrated ability to adapt training materials to different national and regional contexts.
* Strong facilitation skills, including managing diverse stakeholder groups and fostering interactive learning environments.


Research & Analytical Skills

* Proven experience conducting open-source desk‑based research and analysis on security, defence, or conflict-related topics.
* Experience identifying trends and translating research into policy- or operations-relevant insights.


Project Coordination & Communication

* Excellent written and verbal communication skills in English (French or Portuguese language skills are highly desirable).
* Flexibility to adapt to changing schedules, operational constraints, and in‑country conditions.


Desirable Requirements

* Prior professional experience working in Sub‑Saharan Africa, preferably in countries such as Mozambique, Ghana, Togo, or Rwanda.
* Strong contextual awareness of political, cultural, and security environments in the region.


Travel Requirements

* Availability to travel internationally and deliver trainings in several sub‑Saharan African countries within the specified timeline.
