Recruitment Solutions are seeking a highly skilled and motivated professional for a Senior Officer Highway Schemes job in Oxford on behalf of Oxfordshire County Council. This is a 3-month contract with an immediate start, supporting the Highway Maintenance Asset Management and Programme Team.
This role has been commissioned to support the delivery of highway maintenance and improvement schemes, ensuring the effective management and enhancement of highway network assets across the county. These include carriageways, footways, drainage, and associated infrastructure.
The successful candidate will play a leading role in scheme delivery, managing both projects and staff while ensuring all work is delivered efficiently, safely, and in line with organisational priorities. Within this Senior Officer– Highway Schemes job in Oxford, you will take responsibility for leading and delivering highway maintenance and improvement schemes across the county network.
Lead the identification, design, and delivery of highway maintenance and improvement schemesManage operational delivery, including procurement, contract management, budget control, and risk managementOversee and support Officers involved in scheme design and delivery, including line management responsibilitiesPrepare specifications, work orders, contract documentation, and health and safety informationUndertake site investigations, inspections, and assessments to determine appropriate solutionsDevelop and manage prioritised programmes of highway works based on asset condition and service prioritiesWork collaboratively with internal teams, contractors, suppliers, and partnersMonitor performance, budgets, and programme delivery, providing updates to senior managementAct as an escalation point for complex issues and deputise for the Team Leader – Highway Schemes when requiredSupport continuous improvement, embedding best practice and driving performance outcomesContribute to reports, briefings, and presentations for senior leadership and stakeholdersContract: 3-month placement
Rate: £335 per day
Grade: 12
Start: Immediate
Working pattern: Flexible hybrid, with office attendance at least once per fortnight
About you

Requirements:
Proven experience in highway maintenance, design, or infrastructure deliveryStrong knowledge of construction materials, techniques, and maintenance practicesExperience identifying, specifying, and prioritising highway worksDemonstrated project and programme management experience, including budgets and resourcesExperience in site supervision and inspection of highway worksUnderstanding of relevant legislation, including Construction (Design and Management) RegulationsStrong stakeholder engagement and relationship management skillsExcellent communication, reporting, and presentation abilitiesAbility to use data and performance measures to inform decisionsProficiency in Microsoft Office (Word, Excel, Outlook)Desirable:
Experience managing or supervising staffExperience using asset management systems such as PMSFamiliarity with tools such as Kaabontech GullySmart or similar systemsExperience managing budgets across revenue and capital programmesUnderstanding of local authority governance, procurement, and financial procedures
