Recruitment Solutions are seeking a highly skilled and motivated professional for a Senior Officer Highway Schemes job in Oxford on behalf of Oxfordshire County Council. This is a 3-month contract with an immediate start, supporting the Highway Maintenance Asset Management and Programme Team.
This role has been commissioned to support the delivery of highway maintenance and improvement schemes, ensuring the effective management and enhancement of highway network assets across the county. These include carriageways, footways, drainage, and associated infrastructure.
The successful candidate will play a leading role in scheme delivery, managing both projects and staff while ensuring all work is delivered efficiently, safely, and in line with organisational priorities. About the role
Within this Senior Officer– Highway Schemes job in Oxford, you will take responsibility for leading and delivering highway maintenance and improvement schemes across the county network.
6. Lead the identification, design, and delivery of highway maintenance and improvement schemes
7. Manage operational delivery, including procurement, contract management, budget control, and risk management
8. Oversee and support Officers involved in scheme design and delivery, including line management responsibilities
9. Prepare specifications, work orders, contract documentation, and health and safety information
10. Undertake site investigations, inspections, and assessments to determine appropriate solutions
11. Develop and manage prioritised programmes of highway works based on asset condition and service priorities
12. Work collaboratively with internal teams, contractors, suppliers, and partners
13. Monitor performance, budgets, and programme delivery, providing updates to senior management
14. Act as an escalation point for complex issues and deputise for the Team Leader – Highway Schemes when required
15. Support continuous improvement, embedding best practice and driving performance outcomes
16. Contribute to reports, briefings, and presentations for senior leadership and stakeholders
Contract: 3-month placement
Rate: £335 per day
Grade: 12
Start: Immediate
Working pattern: Flexible hybrid, with office attendance at least once per fortnight
About you

Requirements:
17. Proven experience in highway maintenance, design, or infrastructure delivery
18. Strong knowledge of construction materials, techniques, and maintenance practices
19. Experience identifying, specifying, and prioritising highway works
20. Demonstrated project and programme management experience, including budgets and resources
21. Experience in site supervision and inspection of highway works
22. Understanding of relevant legislation, including Construction (Design and Management) Regulations
23. Strong stakeholder engagement and relationship management skills
24. Excellent communication, reporting, and presentation abilities
25. Ability to use data and performance measures to inform decisions
26. Proficiency in Microsoft Office (Word, Excel, Outlook)
Desirable:
27. Experience managing or supervising staff
28. Experience using asset management systems such as PMS
29. Familiarity with tools such as Kaabontech GullySmart or similar systems
30. Experience managing budgets across revenue and capital programmes
31. Understanding of local authority governance, procurement, and financial procedures
