About the Role
Leeds City Council, in partnership with West Yorkshire Combined Authority, is delivering a transformative Mass Transit scheme. As a Principal Landscape Officer you will play a key role in shaping the visual and functional identity of this major infrastructure project, ensuring high‑quality landscape outcomes through planning, stakeholder engagement, and statutory processes.
Responsibilities
* Support the development of high‑quality design solutions across all stages of the Mass Transit scheme.
* Contribute to statutory and regulatory processes, including the preparation of Transport and Works Act Orders (TWAO) and representation at public inquiries.
* Provide specialist guidance on landscape design integration throughout planning, design, and construction stages, drafting robust planning conditions and design codes.
* Review design proposals, planning applications, and technical reports to ensure alignment with design quality standards and strategic objectives.
* Collaborate with multidisciplinary teams to embed best practice in inclusive, sustainable, and place‑responsive design.
* Develop and maintain effective communication with stakeholders, including local communities, elected members, and public bodies.
* Manage and coordinate major projects, including Section 106 agreements, planning appeals, and capital schemes.
* Represent the Council at public meetings, panels, boards, and other forums.
* Lead and manage specific service improvement and customer service projects.
* Actively support continuous improvement initiatives and cross‑Council projects.
* Lead development of good working relationships with internal and external customers to achieve corporate objectives.
* Handle liaison at local community forums, informing and involving ward members and stakeholders.
* Co‑ordinate the implementation of schemes in relation to planning agreements, obligations, undertakings, and community benefits.
* Maintain a position of service provider of first choice within the Council.
Qualifications & Experience
* Relevant qualification (e.g., Town Planning or specialist landscape degree). Affirmed requirement.
* Detailed understanding of UK planning policy, legislation, and practice.
* Proven experience in landscape design, urban design, and landscape strategy within a local government context.
* Experience working efficiently in a politically sensitive environment with stakeholders at all levels.
* Demonstrated ability to deliver projects and initiatives within constrained timelines and budgets.
* Strong negotiation and communication skills, with a track record of influencing outcomes in complex settings.
* Commitment to sustainability and green infrastructure in public realm design.
* Experience of managing competing priorities and adapting to changing circumstances.
* Mentoring and coaching experience undertaken in a similar role.
* Desirable: experience developing and contributing to partnerships with local authorities and national bodies; leadership in a public‑sector landscape setting.
