Senior Planning Policy Officer – Local Plan (Evidence, Strategy & Early Drafting)


Central England | Remote / Hybrid | 6‑Month Rolling Contract | Outside IR35 (£40–£50/h)


A Local Authority in Central England is embarking on the early stages of preparing a new Local Plan, and they are seeking an experienced Senior Planning Policy Officer to support evidence gathering, policy development, and project coordination. Reporting directly to the Principal Planning Policy Officer, you’ll help shape the strategic foundations of the plan and ensure early milestones are delivered with clarity and momentum.


This role suits someone who understands the realities of Local Plan production, can work independently, and brings strong technical insight into policy formulation.


Key Responsibilities


  • Local Plan evidence base — Lead topic papers, baseline assessments, and data analysis to inform emerging strategy


  • Policy development — Draft early policy options, supporting text, and structured content for Reg 18


  • Consultation preparation — Assist with preparing engagement materials and summarising representations


  • Cross‑service collaboration — Work with Housing, Climate, Infrastructure, and Development Management teams to ensure policy alignment


  • Monitoring & statutory updates — Support updates to the AMR, housing land supply, and other statutory datasets


  • Project coordination — Contribute to project plans, timelines, and risk tracking for Local Plan milestones


  • Member & senior officer support — Prepare briefing notes, reports, and presentations for committees and internal governance


Candidate Requirements


  • Local Authority experience essential — minimum 5+ years in UK Planning Policy


  • Strong understanding of Local Plan regulations, NPPF requirements, and evidence‑based plan‑making


  • Demonstrable experience drafting policy content, topic papers, or consultation documents


  • Ability to manage workload autonomously within a fast‑paced policy team


  • Excellent written communication and analytical skills


  • RTPI accredited (or working towards) desirable


Working Arrangements


  • £40–£50 per hour (Outside IR35)


  • 6‑month rolling contract


  • Remote working, with occasional on‑site workshops or familiarisation visits


  • Immediate start available
