Offer description

Venesky-Brown’s client, a public sector organisation in Livingston, is currently looking to recruit a Procurement Officer for a 6 month contract with option to extend on a rate of £300-£350/day (Inside IR35). This role will be hybrid based with minimum of 2 days in the office.

Responsibilities

- Assist the Corporate Procurement Service Manager and Procurement Business Partner in achieving procurement savings targets and objectives of the Corporate Procurement Strategy

- Contribute to the development of the team by assisting the Procurement Business Partner through all stages of the strategic sourcing process / methodology for the specific commodities – from the market analysis to commodity profiling through to supplier negotiations and the implementation and management of contracts

- Assist the Procurement Business Partner and Corporate Procurement Service Manager.

- Assist and conduct tendering procedures, including consulting with stakeholders to develop tender specifications and establish evaluation criteria for contracts

- Ensure that tenders are managed professionally, by following the agreed Corporate Procurement Strategy objectives whilst complying with all legislative requirements and the governance rules.

- Assist in the award of contracts by generating award and regret letters and providing debriefing sessions to unsuccessful suppliers in accordance with the requirements of the Standing Orders, national and GPA legislation

- Where it is deemed appropriate, contribute to the development and performance monitoring of new and existing suppliers and attend supplier review meetings, in line with the Corporate Contract and Supplier Management Framework.

- Evaluate contract variations received from suppliers and propose contract variations to suppliers. Communicate successful contract variations to stakeholders

- Assist the Procurement Business Partner in the development, implementation and management of procurement activities that relate to the local economy, corporate social responsibility and sustainable development

- Ensure that the sustainable procurement duty which requires that before a contracting authority buys anything, it must think about how it can improve the social, environmental and economic wellbeing of the area in which it operates, with a particular focus on reducing inequality is considered within regulated procurement activity.

- Through stakeholder engagement, ensure that appropriate regulated procurement activity considers and contribute to Scotland’s climate change targets.

- Promote the work and objectives of the Corporate Procurement Unit by presenting confidently to both internal and external stakeholders and when necessary make presentations to large groups.

- Provide procurement reports to customers as required.

- Monitor the achievement of agreed performance targets and objectives.

- Provide specialist, professional procurement advice, education and training to Services to encourage contract compliance, including collaborative contracts.

- Encourage compliance with regard to the appropriate use of national, regional and local contracts and discourage ordering from non-contracted suppliers

- Provide expert advice and support to services regarding operational and strategic procurement activity and look for opportunities to deliver improved services to customers

- Maintain knowledge of the latest procurement and market developments affecting the commodities within the post holder’s responsibility

- Undertake any ad-hoc procurement projects as requested by the Corporate Procurement Service Manager and Business Procurement Business Partner

- In the absence of the Procurement Business Partner provide procurement reports to the Corporate Procurement Manager.

- In the absence of the Procurement Business Partner represent at service management meetings and external procurement meetings

- Ensure excellent customer service is delivered to all customers and resolve any procurement related issues

- Develop and maintain good working arrangements with colleagues and Services, to ensure the operational effectiveness of the service provided by the Corporate Procurement Unit

- Perform any reasonable duties deemed necessary by the Corporate Procurement Service Manager.

Essential Skills:

- Experience within a dynamic procurement environment

- A solid understanding of the Standing Orders and all applicable Scottish, UK and GPA procurement legislation

- The ability to develop contract specifications, analyse tenders and manage post-tender clarifications and negotiations (where appropriate)

- Excellent written and oral communication skills, with the ability to produce and constructively present accurate and complex reports and act as an internal and external ‘ambassador’ for the Corporate Procurement Unit

- Strong presentational skills

- Experience of electronic procurement solutions

- Excellent problem solving and analytical skills and ability to propose solutions to anticipated problems The ability to implement change to enable procurement best practice

- The ability to prioritise own workload, manage and deliver projects and tasks within tight timescales

- Good team working skills and the ability to build good working relationships with colleagues and other internal and external stakeholders

- Good influencing, networking and relationship management skills Good IT Skills including the ability to use Microsoft Office applications Ethical working practices

Desirable Skills:

- Ideally you will be currently studying towards a CIPS qualification or have a willingness to study towards the qualification

- Understanding of sound financial management practices
