Job Summary
Deliver the highest quality design and most commercially viable planning permissions by leading, developing and motivating a team of Design and Planning Executives. Coordinating activities and communications between sites, internal departments and external stakeholders - planning applications and design packages to the region.
Primary Responsibilities
Technical & Design Management
Manage the end‑to‑end technical delivery of multiple residential developments.
Coordinate and manage external consultants including architects, civil/structural engineers, M&E, highways, drainage, utilities, and environmental specialists.
Review, manage, and approve planning, detailed design, and construction information.
Ensure designs are buildable, compliant, cost‑effective, and aligned with Taylor Wimpey standards and house types.
Cost & Budget Management
Manage the technical cost performance of developments in line with approved land appraisals and budgets.
Support the preparation and review of technical and infrastructure cost estimates, including abnormal costs.
Identify and deliver value engineering opportunities while maintaining safety, quality, and regulatory compliance.
Control the cost impact of design changes through formal change management procedures.
Provide accurate technical input to cost plans, forecasts, and financial reviews.
CDM (Construction Design and Management) Regulations
Support Taylor Wimpey's duties under CDM 2015, acting as a key interface with the Principal Designer.
Ensure design risk is identified, eliminated, or reduced at source.
Ensure pre‑construction information is accurate and issued on time.
Support compilation, maintenance, and handover of the Health & Safety File.
Building Safety Act (BSA) Compliance
Support compliance with the Building Safety Act 2022, particularly for Higher‑Risk Buildings where applicable.
Ensure the golden thread of information is maintained, including design change, approval, and decision records.
Support Gateway submissions and ensure design information is complete, coordinated, and auditable.
Ensure safety, compliance, and cost impacts of design changes are fully assessed and recorded.
NHBC & Regulatory Compliance
Ensure full compliance with NHBC Standards, Building Regulations, and warranty provider requirements.
Manage NHBC technical submissions, inspections, and resolution of technical conditions.
Support site teams during NHBC inspections and defect resolution.
Ensure all certification and as‑built information is completed for final NHBC sign‑off.
Primary Responsibilities (Continued)
Pre‑Construction, Planning & Infrastructure
Provide technical input into land appraisals, feasibility studies, and development budgets.
Identify technical constraints, abnormal costs, and financial risks at an early stage.
Support planning applications and discharge of planning conditions.
Manage Section 38, Section 104, and Section 278 agreements/SAB and other necessary agreements.
Coordinate statutory approvals and utility connections.
Construction & Delivery Support
Provide proactive technical support during construction.
Resolve design and engineering issues quickly to avoid programme and cost impact.
Manage technical change control in line with commercial and governance requirements.
Maintain close working relationships with Construction, Commercial, Sales, and Customer Care teams.
Site Close‑Out, Completion & Drive
Take clear ownership of the technical close‑out process, driving developments to full technical, regulatory, and commercial completion.
Ensure timely completion of all technical close‑out activities, including:
NHBC final inspections and certification
Building Control completion certificates
As‑built drawings and records
Health & Safety Files and O&M manuals
Proactively drive the clearance of technical snags, conditions, and outstanding actions, coordinating consultants, site teams, and external bodies.
Ensure all BSA and golden thread information is complete, accurate, and properly handed over.
Lead the technical elements of infrastructure adoption, ensuring:
Roads, sewers, and utilities are completed to adoptable standards
All legal, technical, and certification requirements are met
Support the transition from construction to Customer Care, ensuring:
Robust technical information is in place
Defects and recurring issues are minimised
Actively challenge delays, drive accountability, and maintain momentum to achieve timely site closure and cost recovery.
Experience, Qualifications, Technical Requirements
Degree level qualification in a relevant field and / or personal development through the Technical / Architectural function of a relevant consultancy or in the house building sector
Previous experience in the housebuilding sector
Capable of preparing and managing designs to support a number of planning applications
