Job Overview
The post holder will contribute towards the Facilities Directorate’s operational agenda. To be responsible for the safe, efficient and cost-effective delivery of all services within designated Patient Support Teams (PST), namely:
* Cleaning Services (Patient and Non-Patient areas);
* Patient Movement Services;
* The delivery and collection of essential product (including linen, food and beverages, waste management processes etc.);
* Act as a main interface with clinical teams on co-ordinating support from the Trust’s Estate maintenance department when working collaboratively applies on the retained estate;
* Act as a main interface with clinical teams on co-ordinating support from the PFI Hard FM operator within the new hospital;
* Responsible for non-patient facing teams both within the new hospital and retained estate on issues that might arise and impact on clinical services;
* Act as the senior manager on site for the services at weekends, utilising the on call process accordingly;
The Post Holder Will
* Manage the day to day service delivery and operations ensuring operational protocols are adhered to.
* Improve and enhance all aspects of day to day service as commensurate to the role.
* To effectively support and manage the PST’s to deliver the specific services required in line with organisational needs.
Main Duties of the Job
* The post holder will be educated to diploma level or equivalent experience
* The post holder will have extensive knowledge of trust policies and procedures and how they inter-relate with the service.
* Health & Safety Certificate (IOSH)
* British Institute of Cleaning Science (BICs) Assessor
* Institute of Leadership & Management Level 3
* The post holder to be able to demonstrate continuous professional development in relevant areas
* The post holder will be proficient in the use of a wide range of software packages
* The post holder will have significant experience of managing diverse groups of staff
Detailed Job Description and Main Responsibilities
* Communicate effectively with patients, public and service users.
* Contribute towards the reduction of Hospital Acquired Infections through ensuring that effective working practices are maintained with accountable staff.
* Review and make recommendations to improve and develop the service ensuring that it meets the needs of the trust, particularly in relation to the patient’s journey.
* Assist with the implementation of any changes to the service.
* Contribute to the development of systems, policy and procedures which support the business operation.
* Responsible for ensuring that all appropriate in service equipment is continually available, that it is used in accordance with the current Safe Systems of Work including cleaning and maintenance regimes.
* To book, bank, agency or substantive staff in line with agreed protocols.
* To be signatory for timesheets.
* To manage delegated budgets effectively for designated area.
* Oversee stock management and rotation to ensure that agreed levels are maintained
* Ensure day to day appropriate welfare and support of staff.
* To carry out disciplinary and grievance investigations as delegated by the FM manager and make recommendations.
* To carry out recruitment and selection sickness management, authorisation of annual leave, appraisals and objective setting for all accountable staff.
* To prepare and present regular and ad‑hoc reports on service operation in relation to own services.
* On a daily basis use and interrogate bespoke FM software to create reports i.e. e‑rostering, credits for cleaning.
* Responsible for managing Health and Safety and completing risk assessments for areas with FM.
* Complete audits relating to services i.e. cleaning ensure that all remedial actions are delegated and completed accordingly by others.
* Be responsible for managing designated FM services to an agreed standard and quality as defined with Trust, policies procedures and protocols.
* Ensure appropriate delegation of tasks to PST Team Members in order to maintain an efficient and cost effective service in line with local operational budgets and Service Level Agreements.
* Work independently for the majority of time with minimal supervision.
* As and when necessary cover for the FM Manager in managing services and attending meetings.
* Liaise with service users to review and resolve issues arising as appropriate.
* Initiate and chair regular team meetings with accountable staff in order to ensure optimal service delivery.
* To carry out ad‑hoc training sessions or updates to staff as required.
* To deal with ad‑hoc patient, relative or carer queries in relation to the service delivery.
* Advise accountable staff of relevant operational issues or changes, which may be sensitive and contentious, in order for the changes to be implemented.
* Negotiate on a one to one and group basis with staff at all levels in order to meet the operational needs of the service.
* Day to day responsibility for monitoring and supervision of all accountable staff to ensure service delivery is met within designated areas.
* Oversee FM Helpdesk work requests and ensure they are completed to agreed timescales.
* Assist the FM Manager with reviewing and preparing of workforce plans for accountable staff.
* Manage the day to day operation of the FM PST services ensuring that operational protocols and procedures are adhered to.
* To ensure all mandatory and other training is undertaken and monitored for all accountable staff and that agreed training is compliant within the trust directives.
* Reprioritise complex staff workflows, taking into account available resources and reactive service requirements, on a daily basis.
* The post holder will be required to participate in a site‑based/trust-wide emergency on‑call system to ensure the requirements of the service are met.
* To be a role model and reflect and promote the values of the Trust in all activities.
* To carry out any other duties commensurate with the post as requested by the FM Manager.
* To be flexible and able to be included with FM management job rotation.
Person Specification
Education / Training / Qualifications
* Diploma or equivalent experience
* Proven track record of continuous development
Work Experience
* Experience in managing groups of staff
Desirable Criteria (Work Experience)
* Previous NHS experience
Knowledge / Skills / Abilities
Essential Criteria
* The ability to pass and receive information in such a way that it can be clearly and readily understood
* Knowledge of Trust Policy and Procedures
* Experience of managing small revenue budget(s)
* Evidence of participating in change management
* IT skills including Microsoft Word and Excel
* Ability to deal with problems and put in place satisfactory solutions
* Negotiation skills
