Commercial Manager - Infrastructure (NEC Contracts)

Overview
We are seeking an experienced and commercially astute Commercial Manager to join our growing infrastructure team in Toronto. This role is critical in overseeing the commercial and contractual management of major infrastructure projects, with a strong emphasis on NEC contracts, cost control, and risk management.
The successful candidate will bring a solid background in Quantity Surveying, proven experience in large-scale infrastructure projects (e.g., rail, highways, utilities), and the ability to drive commercial performance across the project lifecycle.
Key Responsibilities
Lead all commercial and contractual aspects of infrastructure projects from tender through to final account
Administer and manage contracts under the NEC (New Engineering Contract) framework
Provide strategic commercial advice to project directors and senior stakeholders
Oversee cost planning, budgeting, forecasting, and financial reporting
Manage change control processes, including compensation events under NEC contracts
Identify, assess, and mitigate commercial risks and opportunities
Lead negotiations with clients, subcontractors, and suppliers
Ensure compliance with contractual obligations, corporate governance, and legal requirements
Manage and mentor a team of Quantity Surveyors and commercial staff
Prepare and present commercial reports, KPIs, and project performance updates
Support procurement strategies and subcontractor management
Collaborate closely with project management, engineering, and finance teams
Key Requirements
Bachelor's degree in quantity surveying, Commercial Management, Construction Management, or related discipline
Minimum 7+ years' experience in commercial/contract management within infrastructure projects
Strong working knowledge and hands-on experience with NEC contracts (NEC3/NEC4)
Proven background in Quantity Surveying and cost management
Experience working on major infrastructure projects (e.g., rail, transit, highways, water, energy)
Strong understanding of contract law, claims, and dispute resolution
Excellent negotiation, communication, and stakeholder management skills
Experience managing teams and driving commercial performance
Proficiency in cost management software and Microsoft Office Suite
Desirable Qualifications
Professional accreditation (e.g., MRICS, CIArb, PMP or equivalent)
Degree qualified is essential
