NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation on 1 April 2026, focusing on continuity today and a stronger, more connected service for tomorrow. They have joined to form Public Services Delivery Scotland (PSD Scotland), supporting renewal and ensuring the long‑term sustainability of health and care services across Scotland.
The Team
People, Solutions and Experience is a team within the Human Resources and Workforce Development Department. We provide an excellent service in all aspects of employment, from prior to commencement of employment and throughout the employment lifecycle. This includes recruitment, terms and conditions of service, policy and case management advice and guidance.
The Post
The case management team sits within the People Solutions and Experience Team, providing support and advice to PSD and Public Health Scotland employees.
The HR Case Officer will provide a comprehensive coordination service, serving as a first point of contact for customers and providing first‑line policy and procedure advice for early‑stage case activity. Responsibilities include triage, document preparation, meeting coordination, maintaining the people system, internal databases and call management platform.
The Candidate
We are looking for an individual with excellent communication, organisational and time‑management skills, capable of multitasking in a fast‑paced, customer‑service environment and possessing problem‑solving and decision‑making skills.
A good understanding of HR practices and a confident, flexible approach are essential to balance customer needs with adherence to policy and process.
The ideal candidate will have experience in an administrative role, ideally within an HR environment, and should be qualified to HNC level or have equivalent HR experience.
Additional qualifications: experience of HR systems and computer literacy with standard Microsoft packages.
Successful candidate must comply with the Mandatory Induction Standards and the Code of Conduct for Healthcare Support Workers.
Location and Working Pattern
36 hours per week. The post can be based in Edinburgh or Glasgow, with occasional travel to other PSD and Public Health Scotland sites for meetings. A flexible approach to working location will be maintained, with a blend of home and office working depending on preference and service need.
