Rate of Pay: £21.35 - £28.18 per hour
Summary:
The Revenue Officer will play a key role in delivering an efficient and effective council tax collection and recovery service for the London Borough of Hillingdon. The post holder will focus on reducing arrears by proactively collecting unpaid council tax, engaging with taxpayers to agree payment arrangements, and ensuring compliance with relevant legislation. This role requires strong customer service skills, excellent knowledge of council tax regulations, and hands-on experience using NEC Revenues & Benefits and Civica Document Management systems.
Responsibilities:
* Proactively contact customers by phone, email, letter, and in person to discuss council tax arrears and secure payments.
* Administer the setting up of accounts, applying reliefs, discounts, and exemptions in line with council tax rules and regulations.
* Initiate and progress recovery procedures, including issuing demand notices, recovery notices, and review letters to agreed timescales.
* Update and maintain the Revenues database (NEC Revs & Bens) and manage associated records in Civica DMS.
* Handle system-generated reports and take appropriate action in accordance with procedures.
Requirements:
* Demonstrable experience in council tax collection and recovery.
* Strong working knowledge of council tax legislation, regulations, and recovery procedures.
* Proficiency in NEC Revenues & Benefits and Civica Document Management systems.
* Proven ability to negotiate repayment arrangements with customers and achieve collection targets.
* Excellent communication skills (verbal and written) with the ability to handle sensitive and challenging conversations.
* Strong administrative and organisational skills with attention to detail.
* Ability to analyse and process information quickly and accurately.
* Experience handling complaints, FOI requests, and Data Subject Access requests.
* Ability to work under pressure, manage competing priorities, and meet strict deadlines.
