Purpose of Job
• To provide leadership and management of all activities relating to the
Council’s Moving Traffic Enforcement service across the City.
• To deliver projects whilst ensuring compliance with national legislation and
local policy in relation to Moving Traffic Enforcement and its associated
activities.
• To work with specialist teams and suppliers with the expectation that the
post holder will seek opportunities to sustain and expand delivery whilst
ensuring value for money.
Key Accountabilities & Duties
1. To ensure all Moving Traffic Enforcement CCTV/digital recording/monitoring
equipment is operated and maintained in an efficient manner making sure
that all work is undertaken in accordance with current legislation, the
Council’s current operating procedures, Data Protection and national Code
of Practice.
2. Lead in preparing, and project managing new Moving Traffic Enforcement
sites and associated systems into existing infrastructure.
3. Developing all systems, services, and policies in relation to Moving Traffic
Enforcement.
4. Prioritise competing requests for action based on the relative impact on the
public and the Council from Moving Traffic Enforcement schemes.
5. Ensure that accurate and timely observations and records of contraventions
including capture and review of evidence, written logs and data are kept.
6. Monitoring of evidence packs created and ensuring connection between the
various software systems to the Penalty Charge Notice system.
7. Manage related contracts for the provision of Moving Traffic Enforcement
for Southampton City Council.
8. Develop business contacts and networks for the purpose of developing the
service.
9. To be the main Department for Transport contact for Moving Traffic
Enforcement, and the keep the Councils VCA certification compliant and up
to date.
10. Manage a secure system for logging, retrieving and storing data in
accordance with current legislation, the Council’s current operating
procedures, Data Protection and national Code of Practice.
11. To provide technical support to other teams, including Parking Services,
Penalty Charge Representations, Traffic Regulation Orders, Integrated
Transport and Citywatch regarding the maintenance of, or introduction of,
Moving Traffic Enforcement sites and equipment.
12. Responsible for regular site checks being carried out, and records kept, on
mandatory/regulatory signs and road markings for use in PCN
representations.
13. Arrange for defects with signing, lining, hardware and software to be
rectified and check work is carried out satisfactorily.
14. Assist with the Councils response to internal and external audits by the
DVLA and others as required and achieve a satisfactory outcome that
demonstrates compliance.
15. To apply Department for Transport, Adjudication Service, County Court
Service, Council and departmental policies as appropriate.
