Summary:
The Technical Officer (Operations) is a key hybrid role within the Financial Operations and Customer Service department, primarily focused on Revenues & Technical Services. This role is essential for supporting service objectives by maintaining taxpayer accounts and maximizing the tax yield from Council Tax and Business Rates. The officer is responsible for ensuring the correct liable taxpayer is identified, charges are calculated accurately after applying reliefs, and bills are sent out correctly. The role involves a mix of administrative, technical, supervisory, and advisory duties, including leading on complex projects, deputizing for the Team Manager, and providing specialist advice on regulations and operational issues.
The position is generally a hybrid role with four days of home working and one day of office working per week. However, candidates are required to be in the office full-time for the first few weeks for orientation, setup (including signing a confidentiality form), and training.
Responsibilities:
* Undertake all aspects of accounts administration, including the maintenance of accounts for Council Tax and Business Rates.
* Ensure accurate billing by identifying the liable taxpayer, calculating correct charges, applying reliefs, and taking enforcement action when bills aren't paid
* Organise, identify priorities, allocate, and distribute the team's work as directed, or lead on this if the Team Manager is unavailable.
* Carry out and record quality control checks on team work, investigating root causes of poor customer care or poor officer performance, and helping to identify solutions
* Act as a specialist adviser, personally handling complex cases and assisting others with complex cases and questions on regulations or operational issues.
* Ensure that changes in legislation or local policy are incorporated into working practices and procedures.
Essentials:
* A working knowledge of the regulations that govern local taxation, including the identification of properties that should be rated and establishing the correct charge payer to bill.
* Experience of dealing with complex cases that impact on the councils income or collectible debit and an understanding of the impact of valuations for revenues.
* Experience of dealing with customers and/or external partners in resolving Council Tax & Business Rates queries and making decisions based on legislation and local policy
