Role Details:
Support the planning, coordination, and execution of the future operating model, including definition, transition planning, and implementation. The role enables effective programme initiation and delivery by establishing a framework that supports integrated execution of prioritised demand, while ensuring close alignment with operational teams to achieve intended outcomes.
Contribute to the design and implementation of the target operating model, including functional structures, governance frameworks, delivery capabilities, and ways of working. This ensures that strategic priorities are translated into a coherent, executable delivery plan.
The role requires strong experience in operating model design and transformation, PMO structures, governance, and portfolio management, alongside the ability to engage and manage stakeholders effectively within a complex, highly regulated environment.
Key Responsibilities:
Operating Model Design & Implementation
* Design and refine integrated delivery operating model blueprints, critical success factors and key design principles ensuring full stakeholder buy-in
* Support issues definition and required stakeholder constraints for the proposed ops model
* Support development of the intended full operating model including people / capability, organisational, operational process, information needs and technology solution requirements
* Support integration of the ops model with the wider Client environments and ways of working
* Support with effective governance insights and decision steering throughout the CTP development and delivery
Transformation Support
* Lead and support integrated transition planning to the new ops model with associated governance and ways of working transformation
* Support effective readiness planning and business change control across to the intended new ways of working, including any required wider transformational coordination
Stakeholder Collaboration
* Work collaboratively with stakeholders across all stakeholder groups, including pan-Defence and industry to support alignment, clarity and progression with the intended vision
* Capture insights, synthesise information and prepare clear, concise products that support decision‑making.
Key Requirements:
Essential
* Consultancy and advisory experience in complex, multi-stakeholder, highly regulated environments
* Defence, nuclear, or secure sector experience, including large-scale transformation and integrated delivery
* Strong commercial acumen across traditional and innovative delivery models
* Experience assessing capability and developing stakeholder-aligned operating models
* Proven ability to design and initiate target operating model (TOM) transformations
* Solid knowledge of Portfolio Definition, Portfolio Management, and P3M delivery
* Skilled in senior stakeholder engagement, driving alignment and decision-making in complex settings
* Strong IT proficiency supporting analysis and delivery
Desirable
* Strong analytical and problem-solving skills, able to synthesise information and develop structured solutions
* Adaptable and resilient, operating effectively in ambiguity and change
* Understanding of portfolio-to-programme alignment, including demand, capacity, and sequencing
* Familiar with programme governance, assurance frameworks, and cross-organisational delivery
* Experience mobilising capability and embedding new ways of working
* Able to develop clear operating model artefacts, including process maps, governance, structures, and roadmaps
