Who we are looking for…
Capital Programme Team – Property Portfolio
The Property Portfolio plays an important role in delivering capital projects which maintain and improve the Council's assets including schools, corporate buildings, and leisure facilities. We also work on significant improvement projects which enable Council Plan outcomes including school extensions and new and enhanced community and leisure facilities. Increasingly we are looking to include decarbonisation measures in our projects to help meet the Council's aspiration of being carbon net zero by 2037. Within the Property Portfolio we have a significant programme to define and deliver, and we are looking to recruit a Programme Manager to support this work.
The Capital Programme team delivers capital investment on behalf of a broad range of internal and external customers through a diverse range of projects and programmes including differing asset types and with significant variations in scale. This is one of a number of Programme Manager roles in the team and will be focused on delivery of the Decarbonisation Programme. The successful candidate will have a major role to play in helping the Council to achieve its commitment to being Net Zero by 2037. The successful candidate will:
* Lead the development and delivery of significant projects and programmes including contributing to the delivery of the Council Plan or allied strategies and plans.
* With light touch support from the Capital Portfolio Manager design manage exemplary projects across any or all stages of programme life-cycle.
* Lead the procurement and management of major contracts or multiple smaller contracts at any or all programme life-cycle stages from initial feasibility to completion and asset handover. This will include the procurement and management of capital works contracts and service contracts.
* As necessary, lead and manage a team.
* Actively manage, develop and mentor team members.
The Council has prepared heat decarbonisation plans for a number of its buildings and is currently undertaking condition surveys of all its assets. Using this information you will develop, deliver and manage a decarbonisation programme across the corporate assets which ensures that all buildings are compliant and safe, wind and watertight.
This position presents an excellent opportunity for an experienced and driven individual who is passionate about decarbonisation. Experience with decarbonisation projects in large estates, along with knowledge of the technologies and requirements for heat decarbonisation, is highly desirable. Familiarity with grant funding programmes is also preferred. Candidates will have a proven track record in programme management and will have excellent relationship building and stakeholder management skills.
