We’re looking for a talented and motivated Analyst Programmer (Level 2) to help design, build and support high quality applications—particularly web applications and sites powered by the Umbraco CMS. If you enjoy solving complex technical challenges, working collaboratively, and improving digital services that make a genuine difference to our community, we’d love to hear from you.
As an Analyst Programmer, you will:
* Analyse, design, develop and enhance applications that support services across the organisation.
* Build and maintain web applications using technologies such as C#, HTML, CSS, JavaScript, and modern frameworks.
* Help shape data structures, ensure data integrity, and support effective information management.
* Conduct system testing, support releases and changes, and collaborate with colleagues, suppliers, and partner organisations.
* Take part in research, identifying innovative solutions and contributing to continuous improvement within the Software Development unit.
* Work with service users to clarify requirements, explain technical concepts, and deliver effective, user friendly solutions.
This is a hands-on technical role with opportunities to expand your skills, take ownership of projects, and contribute to the wider digital transformation of the Council.
Key Responsibilities:
* Develop, test, document and support moderately complex applications.
* Collaborate on specifications and translate requirements into effective designs.
* Manage information security considerations and participate in breach investigations where required.
* Install, configure, decommission and support software solutions.
* Contribute to release and change management processes.
* Conduct data analysis and support the creation of strategic reports.
* Design and administer database components.
* Work with internal teams, external partners, suppliers, and the wider open source community.

Skills
Essential:
* Advanced knowledge of C#, HTML, CSS and JavaScript.
* Ability to implement responsive UI layouts and CSS styling based on provided UI/UX designs.
* Ability to analyse user requirements and propose appropriate solutions.
As this post meets the requirements of the Immigration Act 2016 (part 7), the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
Knowledge
Essential:
* Website accessibility best practices.
* Strong communication and presentation skills.
Experience & Qualifications
Essential:
* HND or Degree in an IT related field, or equivalent experience.
* GCSE/O Level or equivalent.
