Learning & Development Manager Location: York Salary: c£54,000 FTE Contract: Part-Time, Permanent Hours: 22.5hrs a week – exact days and hours to be agreed with the successful candidate We are seeking an experienced Learning & Development Manager to help shape the future of the JRF workforce and support the delivery of their People Plan. About the Role This is a unique standalone opportunity for an experienced L&D professional to play an integral role in shaping and modernising JRF’s approach to learning and development. You will be responsible for designing and delivering a range of strategic and operational L&D initiatives across JRF—supporting a diverse workforce of approximately 160 people. You’ll work closely with senior leaders, Group Shared Services, and the Union partners, delivering multiple workstreams and ensuring the People Plan translates into meaningful action. You must be happy and comfortable with focusing on getting the basics right and in place first. Before being able to fully unleash your creativity! Key Responsibilities Review any existing related processes – identifying whether they are fit for purpose and making appropriate changes if not Lead the development and implementation of L&D initiatives within the People Plan, setting and tracking KPIs to measure impact Design and deliver a forward-thinking schedule of learning solutions that meet organisational and individual development needs Oversee the staff survey process, and work with senior leader and People Team colleagues to ensure meaningful action is taken in response to results Develop and implement a strategic HR communications and engagement plan Manage the induction programme and mandatory training across JRF Identify, design, and deliver management and leadership development interventions Maximise the use of the Apprenticeship Levy Support wellbeing initiatives in partnership with our EDI team Contribute to organisation development and succession planning strategies Maintain and develop a fit-for-purpose appraisal system About You A proven track record of delivering a broad range of L&D initiatives Strong project management skills with the ability to lead multiple workstreams Strategic and operational agility—comfortable shifting between big-picture thinking and hands-on delivery Expertise in evaluating learning effectiveness using qualitative and quantitative data Excellent communication, facilitation and stakeholder engagement skills A creative and innovative mindset with a commitment to continuous improvement A strong personal commitment to equity, diversity and inclusion Interested?
