Job Purpose
Senior Officer within the Building Control Section of the Regeneration and Economic Development service area.
Key Responsibilities
* Lead and train a team of Building Control Surveyors, allocate work and sign off decisions.
* Provide on‑call support for dangerous building control outside normal working hours.
* Manage major projects, particularly City Centre redevelopments and large commercial/industrial projects requiring fire engineering design solutions.
* Coordinate with the Fire Liaison Working Party and partner health trusts to meet Building Safety Regulator requirements.
* Promote the ISO 9001:2000 Quality Management System and develop management strategies for continual improvement.
* Promote local authority building control, develop marketing and partnership schemes, and organise the annual Building Excellence Awards.
* Ensure compliance with demolition safety and scaffolding inspection standards, protecting the public.
* Proactively pursue future work through marketing, pre‑application meetings, and monitoring planning application lists.
* Assist the council solicitor with court cases for enforcement action and dangerous building matters, acting as specialist witness and overseeing building regulation actions.
* Deputise for the Building Control Manager and perform other duties delegated by the Manager or Development Services Manager, including mentoring junior staff.
Qualifications & Experience
* Recognised qualification in Building Control/Surveying (e.g., ONC, HNC).
* Specialist knowledge of major commercial and industrial building design, including fire engineering solutions.
* Strong understanding of legislation and statutory obligations affecting building control service delivery.
* Familiarity with ISO 9001:2000 Quality Management System.
* Demonstrated experience in managing building control operations and integrated development management.
