Location: Remote with some travel | Salary: £50,373.53 per annum plus travel expenses | Contract: Full-time, Temporary, 18 month fixed term

Role Overview
We are now recruiting a Transition & Close Out Programme PMO Manager to provide leadership, assurance, and insight across a complex, multi‑workstream programme at a critical point in its lifecycle. Reporting to the Transition Lead, you will define and maintain project and programme management standards, provide expert guidance, and act as the central source of programme information, controls, and performance insight.
Responsibilities
* Establish and operate project controls, reporting progress and status to appropriate governance bodies
* Lead PMO delivery, capability, and continuous improvement, including the development and sharing of project management processes, tools, templates, and benchmarks
* Line manage the Transition & Close‑Out Programme Support Officer
* Use digital tools and data to provide insight and support informed decision making across the programme
* Support the development of business cases and oversee project and programme budgets, including forecasting and cost control
* Ensure appropriate governance is in place, coordinate external reviews, and monitor the implementation of recommendations
* Establish standards and assurance mechanisms for risk, issue, change, and stakeholder management
* Identify opportunities for collaboration, reuse of methods and resources, and ensure learning from experience is captured and shared across the organisation
Qualifications
Essential
* Strong experience working in programme and project management environments, with responsibility for PMO leadership, governance, and controls
* Proven ability to lead, influence, and provide assurance to project teams and senior stakeholders
* Experience developing and applying project management standards, processes, and tools
* Strong organisational, communication, and analytical skills
* Proficiency in programme and project management methodologies, techniques, and best practice
* Managing Successful Programmes (MSP) and PRINCE2 Practitioner or an APM project management qualification
Desirable
* Strong analytical capability to assess risks, resource needs, and delivery impacts
* Experience of transitioning services from one organisation to another
