This permanent role reports to the Regional Commercial Manager and is based in either the Crawley or Maidstone office.

Salary: £80,574 plus a car allowance and a 3% bonus.

Job Purpose

Assist the Commercial Manager and the wider commercial team in providing professional quantity surveying support to the Capital Programme and Procurement Delivery across several long‑term contracts.

Manage commercial matters for contracts and projects with regards to contract set‑up, management, pricing, service delivery, scope change and dispute resolution. Ensure contract requirements are compliant with standards and co‑ordinated to maximise profit delivery.

Support a wider project team, comprising Programme Managers, Project Managers, Designers, P6 Planners, Consents Surveyors and Administrators.


Responsibilities

* Serve as Quantity Surveyor on a portfolio of client construction projects.
* Comply with all UKPN guidelines, our goals and procedures, and report non‑conformance to the Regional Commercial Manager and wider commercial management team.
* Ensure the project delivery team acts following the Contract.
* Collaborate with all external and company partners to allow projects to progress without delay, ensuring all reasonable requests are met in an organised manner.
* Help prepare activity schedules and tender documentation, attend interviews and conduct full tender analysis and comparison to fixed rates.
* Work with the Portfolio Manager, Programme Managers, Senior Project Managers, Project Managers and P6 Planners to deliver advice and support, ensuring projects are managed following the contract and meeting required reporting deadlines.
* Demonstrate belief and understanding to the team, creating confidence even when faced with setbacks.
* Produce quality reports, questioning decisions and directions where necessary.
* Assess contractor applications and EWN’s and CE’s, recommend, raise payment certificates and prepare general correspondence on behalf of the Project Managers to ensure only legitimate monies are certified.
* Collaborate with Project Managers to update risk registers and add new risks arising from the aforementioned EWN’s and CE’s.
* Identify principal risks and opportunities, raise, address and resolve problems at a project level and support the project delivery team, maintaining a schedule of potential costs for the projects.
* Advise others on the application of the different forms of contract in use within UKPN, predominantly NEC3.
* Manage change control procedures within each specific contract and ensure that they are followed by all parties.
* Become involved in the relevant annual rate reviews.
* Review Principal / Main Contractors Subcontracts and identify where clauses breach Partner policies, making recommendations to achieve compliance.
* Work with Senior Project Managers, Project Managers, other commercial staff and the Regional Commercial Manager to resolve contract issues and, if a dispute arises, help prepare required documentation to justify and strengthen our contractual position.


Qualifications

* Quantity surveying experience and a track record in managing complex, high‑value and varied contracts from a quantity surveying perspective.
* Degree qualified in quantity surveying or another relevant business discipline. We may consider non‑degree holders if they have a record of success with experience in similar roles.
* Professional qualification or membership of the RICS, CIOB, ICES or other relevant Chartered Institute would be an additional advantage.
* Experienced in using Word, Excel, PowerPoint to an intermediate / advanced level and SAP.
* Excellent communication with management and concise reporting.
* Ability to make informed, balanced decisions and report findings back to clients and company partners.
* Experience building relationships with service providers and company partners, including confidence and stature to work with executives and other senior managers.
* Team working skills.
* Institution of Occupational Safety & Health (IOSH) Certificate would be advantageous, although specific health & safety training will be given.
